Ecological protection and high-quality development of the Yellow River Basin have become a major national strategy,and the synergistic development of ecological environment and industry is an important driver of this strategy.However,the synergistic development of ecological environment protection and industrial development in the Yellow River Basin still faces the real dilemma of unreasonable industrial structure,strong homogeneity of leading industries,weak competitiveness,fragile ecological environment,etc.The damaged environment also hinders the optimization,upgrading and sustainable development of industries.There are many dilemmas in the synergy between environmental protection and industrial development in the Yellow River Basin,but the level of the dilemma and the measures to improve the synergy between environmental protection and industrial development still need to be controlled by the synergy degree measurement.Based on the theory of synergy,complex system theory and sustainable development,this paper firstly explains the mechanism of synergy by constructing a complex system of environmental protection and industrial development in the Yellow River Basin and revealing its internal and external interactions;secondly,based on the panel data of 57 prefecture-level cities in the Yellow River Basin from 2010 to 2020,we use the complex system synergy model to explore the level of synergy between environmental protection and industrial development in the Yellow River Basin and its spatial and temporal characteristics.Finally,according to the spatial and temporal characteristics of the synergy measurement results,the research of countermeasures to improve the synergy level is carried out in a targeted manner.The study shows that(1)the synergy between environmental protection and industrial development in the Yellow River Basin as a whole has developed from mildly non-synergistic to mildly synergistic,but the level is still low;there are significant temporal and regional differences in the synergy between the upper,middle and lower reaches of the Yellow River Basin and each city;based on the existing measurement data to predict the synergy between environmental protection and industrial development,it is found that the synergy between the environment and industry in the upper,middle and lower reaches as well as the basin as a whole will still show a steady growth in the next ten years.The synergy between environmental protection and industry in the upper,middle and lower reaches of the river basin as a whole is expected to grow steadily in the next ten years,but it is still in the range of mild synergy,and it will take a long time to reach medium synergy.(2)The number of cities in the basin with mild synergy is increasing;globally,the synergy between environmental protection and industrial development in the basin shows positive global spatial autocorrelation;locally,as time progresses,the spatial correlation type changes from a more even distribution in the four quadrants to a distribution mainly in the first and third quadrants,and overall,the positive synergy effect of agglomeration is getting stronger.(3)We propose countermeasures for the synergy between environmental protection and industrial development in the Yellow River Basin at four levels:governmental guidance,green development of secondary industries,establishment of synergistic strategies and mechanisms in the basin,and demonstration role of central cities.In terms of governmental guidance,we will set up a strategic plan for the synergy between environmental protection and industrial development in the Yellow River Basin;provide policy support for infrastructure construction and talent training;optimize the Yellow River Protection Law and promote the linkage of law enforcement and justice.At the level of industrial green development,it is mainly necessary for the government to restrain the secondary industry,the enterprises to build their own modern industrial system,and the formation of social awareness of environmental protection.At the level of basin synergy strategy and mechanism,the main strategy is that the upstream source area should focus on water conservation and protection,but also needs to develop industries by creating ecological products and other measures;the middle reaches keep development and protection at the same time,and develop industries to develop environmental protection plans appropriate to the ecology of the basin;the downstream needs to play a radiation-driven role,continue to convert the development of new kinetic energy,and accelerate the digestion of new kinetic energy conversion brought about by The downstream needs to play the role of radiation drive,continue to convert new development momentum,and accelerate the absorption of the changes brought about by the conversion of new momentum,and also strengthen the prediction and monitoring of floods to prevent and control flooding.At the level of demonstration role of central cities,we need to accelerate the construction of central cities in the Yellow River basin,create urban clusters with central cities as the core,and strengthen the communication between central cities.
