Study On The Countermeasures Of Mulch Remains In He County,Anhui Province

With the development of modern agriculture,the discharge of waste from agricultural production is increasing rapidly,and agricultural "three-dimensional pollution" is becoming increasingly serious.The potential of agricultural waste resources is enormous,and promoting its recycling and industrial development is of great significance for improving the rural ecological environment and maintaining agricultural ecological security.Among agricultural wastes,waste plastic mulch is particularly prominent.Since the introduction of agricultural film mulching cultivation technology from Japan in the late1970 s,China has witnessed a continuous increase in the use and coverage of agricultural film.However,agricultural film has not only brought about an increase in crop production,but also caused a serious problem of waste agricultural film pollution.In order to effectively control the pollution of waste agricultural film,effectively promote the green development of agriculture,understand the current situation of agricultural film use,analyze the existing problems in the recycling and utilization of agricultural film,and propose measures to prevent and control agricultural film pollution are crucial.Hexian County is a major county for the production of cash crops such as vegetables.The early application of agricultural plastic film mulching cultivation technology has greatly promoted the agricultural production of cash crops.However,with the annual expansion of plastic film coverage,farmland pollution caused by plastic film residues is also becoming increasingly serious,and its treatment has become urgent.Therefore,the article focuses on the actual development of Hexian County,guided by behavioral science theory,rational economic man hypothesis,public product theory,cooperative theory,and other methods,through field research,interviews with key informants,and data collection and processing,to investigate and study the current situation of farmland plastic film residues in Hexian County,and the results are as follows:(1)The agricultural plastic film mulching cultivation technology in Hexian County has been popularized early and for a long time.The area and amount of plastic film mulching are increasing day by day,and the problem of residual pollution of plastic film is becoming increasingly serious.(2)The problems existing in the recycling and utilization of agricultural film in Hexian County include: farmers’ weak awareness of environmental protection and low enthusiasm for collecting;The degree of land fragmentation is high,and the mechanization level of plastic film recovery is low;Inadequate supervision and repeated prohibition of non national standard mulching films;Low government participation and lack of funding and policy support;The cooperation between relevant entities is low,and the system for residual pollution of mulch film is not perfect.(3)Empirical research shows that recycling subsidies are a deep-seated root cause factor,and the service life of agricultural film,recycling enterprises,and environmental supervision are indirect influencing factors at the middle level.The area of cultivated land,the degree of fragmentation of cultivated land,the recognition of reuse value,and the number of ways to recognize the harm of residual film are direct root causes at the surface level,and have a direct impact on farmers’ plastic film recycling behavior.Finally,based on investigation and empirical analysis,this article aims at the existing problems and proposes the following suggestions: Countermeasures and suggestions:expand publicity and guidance efforts,improve farmers’ enthusiasm for collecting and promoting rural land circulation,develop mechanized recycling technology,prohibit the sale of inferior mulch,use national standard mulch,improve support policies for recycling waste mulch,support the development of recycling enterprises,improve the construction of collection networks.
