| How to balance the relationship between environmental protection and economic development has always been a topic of great concern.Since the reform and opening up,the crude development model has achieved leapfrog economic growth while increasing the ecological cycle burden,which is not conducive to long-term highquality development.Technological innovation,as an important tool to solve the balanced development of environment and economy,can reduce environmental pollution while ensuring economic development.With the introduction of Porter’s hypothesis,the role of environmental regulation in promoting technological innovation has gradually attracted attention.However,the influence of spatial factors is less considered in existing studies,and the interactions across regions are ignored.Therefore,by studying the impact of environmental regulation on local and neighboring technological innovation based on the consideration of spatial factors,this paper aims to be able to make more targeted suggestions on environmental regulation.This paper selects data from 31 provinces(excluding Hong Kong,Macao,and Taiwan)from 2006 to 2020,and explores the influence of environmental regulation on regional technological innovation by constructing a spatial Durbin model.The main conclusions are as follows:(1)Regional technological innovation is spatially autocorrelated,showing high-high aggregation and low-low aggregation.The spatial factor cannot be ignored in the study.(2)Nationwide,command-and-control environmental regulation has an inverted U-shaped influence on both local and neighboring technological innovation,first promoting and then inhibiting technological innovation.(3)Nationwide,market-incentive environmental regulation has a positive influence on both local and neighboring technological innovation.(4)By region,in terms of command-and-control environmental regulation,it has different degrees of positive effects on local technological innovation in the eastern and west regions.It has a positive effect on neighboring technology innovation in the eastern region.In terms of market-incentive environmental regulation,it has a positive effect on local technological innovation in the eastern region.It has a positive effect on neighboring place technological innovation in the central region.In terms of the different development stages of environmental regulation,with the inclusion of environmental protection in government performance assessment and the improvement of diversified environmental regulation policies after 2012,the role of command-and-control environmental regulation in promoting local technological innovation is more obvious compared to the previous stage,and market-incentive environmental regulation has a more significant role in promoting technological innocation in both loval and neighboring areas.In terms of different types of technological innovation,commandand-control environmental regulation has a greater degree of impact on local green technological innovation compared to its impact on local non-green technological innovation.And market-incentive environmental regulation has a greater promotion effect on local green technological innovation compared to its promotion effect on local non-green technological innovation.Based on the findings of this paper,the relevant recommendations are as follows:(1)The relevant departments should continuously optimize the environmental performance assessment system and accurately control the intensity of environmental regulations to avoid the blind pursuit of lightness of regulations that may lead to counterproductive.(2)Different regions should implement differentiated environmental regulation policies according to local conditions and objective factors.(3)Strengthen the exchange and cooperation among regional governments.Environmental regulation policies can be jointly formulated among regions to promote coordinated regional development and healthy competition. |
