| Fighting the battle against pollution,building a multi-tiered system for efficient recycling of resources,and achieving a harmonious coexistence between man and nature are central to the 14th Five-Year Plan and Chinese-style modernization.Industrial agglomeration can promote economic growth,but it also leads to severe environmental pollution.It is an important direction for future research to research the industrial symbiotic agglomeration theory which can not only exert the positive effect of industrial agglomeration but also avoid the negative effect.Based on the connotation of industrial symbiotic agglomeration,this paper analyzes its formation mechanism,characteristics and mode.Then,the influence mechanism of industrial symbiotic agglomeration on pollution emission is studied and tested empirically.Finally,the corresponding policy recommendations are put forward.The formation mechanism,characteristics and mode of industrial symbiotic agglomeration are studied.Industrial symbiotic agglomeration is mainly formed by the internal demand of enterprises and the external guidance of government.Industrial symbiotic agglomeration has three characteristics:circular integration,green externality and increasing new returns.Industrial symbiotic agglomeration includes two modes:industrial mutual benefit symbiotic agglomeration and industrial favoritism symbiotic agglomeration.Analysis of the influence mechanism of industrial symbiotic agglomeration on pollution emission shows that:The influence mechanism of industrial symbiotic agglomeration on pollution emission was expounded from the aspects of green technology innovation,cycle effect,cost reduction effect and structure optimization effect.Firstly,industrial symbiotic agglomeration can promote green technology innovation by accelerating green knowledge spillover,gathering green innovation resources,so as to reduce pollution emission.Secondly,industrial symbiosis agglomeration produces circular effect through intra-industry circulation,inter-industry circulation and circular integration,thus reducing pollution emission.Thirdly,industrial symbiotic agglomeration reduces the cost of pollution control through high-quality matching and improving the effectiveness of pollution control,thus reducing pollution emissions.Fourth,industrial symbiotic agglomeration promotes the upgrading and rationalization of industrial structure,so as to reduce pollution emission.The empirical study of industrial symbiotic agglomeration on pollution emission shows that:Industrial symbiotic agglomeration reduces the total emission of urban pollution,which significantly reduces the emission of SO2 and wastewater,but has no significant effect on solid waste and PM2.5emission reduction.The emission reduction effect is mainly achieved through green technology innovation,recycling effect and structure optimization,while the cost reduction effect of symbiotic agglomeration is not obvious.Industrial symbiotic agglomeration can also promote the emission reduction of neighboring cities,but only within 300 km,which has the characteristics of decreasing with the increase of geographical distance.The emission reduction effect of symbiotic agglomeration can only be exerted when the symbiotic agglomeration area reaches 187.17 km2.With the increase of the size of the park,the emission reduction effect is more intense.At present,industrial symbiotic agglomeration mainly plays an emission reduction effect in non-resource cities.Based on the research conclusions,this paper proposes to strengthen policy guidance and accelerate the construction of industrial symbiotic agglomeration area;Strengthen the top-level design to improve the circulation of the existing symbiotic agglomeration area;Focus on resource-based cities and develop characteristic symbiotic agglomeration areas. |
