In recent years,the international community has paid more and more attention to the research on public security risk management methods,especially artificial attacks.Terrorists or extremely violent criminals easily target large petrochemical companies.Therefore,to ensure safe production and provide national economic construction guarantees,petrochemical companies need to increase their awareness of potential terrorist attack risks and actively take effective safety precautions.This paper proposed a quantitative security vulnerability assessment method for petrochemical enterprises that can be applied to actual operations.This method can help companies clarify the target assets to be protected,judge the probability of attack,and evaluate the security measures’ effectiveness.This method mainly includes five steps: node division,critical asset identification,threat analysis,vulnerability analysis,and recommendation on measures.Based on the accident’s sequence and causal model,according to the attack path analysis,this paper establishes seven protective barriers,including outer layer,middle layer,inner layer,response,protection,discovery impact,accident rescue,and recovery.Each barrier contains many security measures.Each security measure’s effectiveness can calculate a successful attack’s probability,reflecting the corporate security vulnerability.This paper also developed a quantitative model for the effectiveness of security measures.It consists of human error models,equipment failure models based on service life,equipment failure models based on equipment verification,and language variable models based on expert experience.Based on the different functions of security measures,specific evaluation models have been established,such as video surveillance,patrols,entrance,exit control,fences,roadblocks,etc.In order to verify this method’s usability,we applied it to company X.As a result,the company’s critical protected facilities and possible attack methods were identified,and its security vulnerability level was evaluated.There are nine scenes with high levels,eight scenes with medium levels,and ten scenes with low levels.We put forward reasonable suggestions for high-vulnerability scenarios,and residual vulnerability analysis is performed on them.The results show that all of them were reduced to low or medium vulnerability scenarios.The security vulnerability assessment method proposed in this study improved the risk assessment technology,clarified the security vulnerability mechanism,and solved the bottleneck problem of quantitative vulnerability assessment.This method can improve the accuracy of the risk assessment of artificial attacks,provide theoretical basis and technical guidance for enterprise security management,and select and improve security measures.With great significance to promote enterprises’ rapid and stable development,this method ensures that petrochemical companies can promptly prevent the occurrence of artificial attacks accident,adequately deal with the accident,and effectively reduce the accident’s loss.
