Analysis Of The Direction Of Ecological Restoration Of Abandoned Mines In Yongxin County And Performance Evaluation Study Of Project Implementation

"Ecological prosperity is the prosperity of civilization,ecological decline is the decline of civilization".The research on ecological restoration of abandoned mines deeply implements the thought of ecological civilization construction of General Secretary Xi Jinping,and actively responds to the ecological concept of "green water and green mountains are golden mountains" proposed by General Secretary Xi Jinping.Ecological restoration of abandoned mines is an important task in the construction of ecological civilization,is a major event for the benefit of the country and the people,merit in the present day,benefit in a thousand years.Conducting ecological restoration direction analysis research and ecological restoration project performance evaluation research can help alleviate land resource conflicts and enhance land use value,and realize ecological product value transformation.(1)Analysis of the direction of ecological restoration of abandoned mines.In this paper,we analyze the direction of ecological restoration of abandoned mines at the scale of mapping,by analyzing the theoretical basis of ecological restoration,the specific performance of ecological restoration direction evaluation,uphold the principle of "farming as appropriate,forest as appropriate,water as appropriate,grass as appropriate,building as appropriate,and scenery as appropriate",objective and reasonable evaluation indexes are selected to build three kinds of competitiveness evaluation systems: the evaluation system for the utilization competitiveness of construction activities,the evaluation system for the utilization competitiveness of agricultural production and the evaluation system for the utilization competitiveness of ecological restoration.The competitiveness composite index of each spot was calculated,and the natural breakpoint method of Arc GIS software was used to classify the three competitiveness composite index values into strong,medium and weak levels;identify the potential land use conflict types and determine the ecological restoration direction of each abandoned mine in Yongxin County.(2)Performance evaluation of abandoned mine ecological restoration projects.One of the abandoned mine sites in Yongxin County was selected,and based on the "process framework" evaluation framework,the performance evaluation system of ecological restoration was constructed by selecting corresponding evaluation indexes from four aspects: "project input","project management","engineering construction",and "comprehensive benefit",and using the method of physical topological analysis to calculate the correlation degree and comprehensive correlation degree of each evaluation index and each evaluation level to obtain the performance level of the project.The results show that the performance level of the abandoned mine ecological restoration + cultural tourism project in Shikou Village,Sanwan Township,Yongxin County is "excellent",among the 13 evaluation indicators,5 indicators,such as budget execution deviation rate,slope management,land use improvement rate,etc.,reached "excellent" performance level,5 indicators,such as unit area investment amount,post-care situation,green vegetation cover improvement rate,etc.,reached "good" performance level,and the other 3 indicators were "average".In view of the problems of the ecological restoration +cultural tourism project of the abandoned mine in Shikou Village,Sanwan Township,strategies are proposed to improve the performance level of ecological restoration:appropriately increase the investment in ecological restoration,strengthen the bidding management,and enhance construction safety management,etc.
