The Central Committee of the Communist Party of China and the State Council have always attached great importance to safety production work.Adhering to safety development as an important lever to practice the people-centered ideology,they persistently popularize safety production laws and related knowledge through the Safety Production Month policy,and educate and guide the public to enhance safety awareness,thus improving their ability to identify risks and hidden dangers,doing a good job in preventing safety production accidents,and protecting their own life,health and safety.Especially with the continuous emergence of new things and formats,there is a significant increase in safety risks and hidden dangers.It is urgent to implement Safety Production Month policy.Based on the Smith Policy-Implementation-Process pattern,this study constructed an analysis framework for the implementation process of the Safety Production Month policy.It followed the research approach of "closely adhering to one center,clarifying theoretical basis,comprehensively understanding the current situation,deeply analyzing reasons,and proposing solutions" and used the methods of literature analysis,normative analysis,and case analysis.Taking the implementation of the Safety Production Month policy in X city,Jiangsu province as the research object,this study analyzes the implementation of the Safety Production Month policy from four dimensions: policy content,executive subject,target group,and policy environment.In response to each implementation obstacle of the Safety Production Month policy,this study explored their reasons,thus proposing corresponding countermeasures for resolving these obstacles.Introducing Smith’s policy implementation theory into the Safety Production policy research and based on the implementation of Safety Production Month policy in X City,Jiangsu Province,this study found that the main obstacles to the implementation of Safety Production Month policy are mechanical implementation,selective implementation,wild implementation,and alternative implementation.The root causes lie in four aspects: limited and rigid policy content,low work efficiency of the executive subject,ignorance of the demand of targeted groups,and a complex and ever-changing policy environment.Therefore,in order to eliminate obstacles in the implementation of the Safety Production Month policy and provide reference for local governments to improve the effectiveness of the Safety Production Month policy,this study proposes four countermeasures including optimizing and enriching policy content to enhance policy effect,enhancing the ability of the executive subject to promote the efficient implementation of the policy,focusing on the demand of policy targets to provide high-quality policy,and efficiently coordinating safety development to create a good implementation environment. |
