As urbanization continues to accelerate,the scale,population and density of cities continue to grow,leading to the increasingly serious phenomenon of garbage siege,and the scarcity of resources requires a more scientific and rational treatment of urban household waste.In order to realize the resourceful and harmless treatment of garbage,the government vigorously promotes and popularizes garbage incineration power generation projects.Introducing the PPP model into waste-to-energy projects can effectively relieve government financial pressure,introduce advanced technology and management experience,and also help optimize the supply structure of environmental public goods related to waste-toenergy.However,the concession period of waste incineration power generation PPP projects is long,involving many interest subjects,and the level of concession price of PPP projects will directly affect the stable development of the projects.Therefore,in order to attract social capital to actively participate in PPP projects and realize the sustainable development of waste-to-energy PPP projects,it is necessary to conduct an in-depth study on the concession pricing of waste-to-energy PPP projects.This paper integrates engineering management and system dynamics theories with the characteristics of PPP model and waste-to-energy projects to study the concession pricing of waste-to-energy PPP projects.Firstly,this paper analyzes the realistic background of waste-to-energy PPP projects,and also compares the domestic and foreign literature from three aspects: waste-to-energy,PPP model,and current research on PPP project concession pricing,and summarizes the shortcomings of existing research.Meanwhile,the relevant concepts of waste-to-energy generation are defined,and the project differentiation theory,system dynamics theory and stakeholder theory adopted for the concession pricing of PPP projects are further discussed.Secondly,the WBS method,literature analysis method,case study method and reverse brainstorming method are combined to identify the influencing factors of the concession pricing of waste-to-energy PPP projects,and the 23 influencing factors are analyzed in detail in three dimensions of project core stakeholders,their own characteristics and external environment,and on this basis,with the help of stakeholder theory and system dynamics theory,the price formation mechanism of waste-toenergy PPP projects is analyzed.Based on this,the price formation mechanism of PPP projects is analyzed with the help of stakeholder theory and system dynamics theory.Finally,a multi-objective planning pricing model for waste-to-energy PPP projects was established from the perspective of tripartite satisfaction,as well as a system dynamics-based price adjustment model was constructed by combining the causal feedback loop of PPP project concession price formation,and the feasibility and applicability of the model were verified by examples.In addition,based on the sensitivity analysis of the influencing factors,the recommendations of concession pricing and price adjustment decisions for waste incineration power generation PPP projects are proposed,including effectively fulfilling the regulatory responsibilities,ensuring the return on investment and guaranteeing the stability of the waste treatment volume,and these findings have some reference value for the government to dynamically set the concession price for waste incineration power generation PPP projects.
