Evaluation And Influencing Factors Of Rural Human Settlement Environment Quality In Jilin Province

The report of the 19 th Party Congress points out that carrying out rural habitat environment improvement action is one of the major tasks of implementing the rural revitalization strategy and an important foundation for building ecologically pleasant villages,which is related to the happiness and security of the peasants,which is of great importance for speeding up the change of village appearance and finding the shortcomings of rural construction.Today,all aspects of the rural habitat in Jilin Province have been significantly improved,and the quality of the rural habitat has been significantly improved.In order to better promote the action of rural habitat environment improvement in Jilin Province,it is necessary to understand the current level of rural habitat environment quality and make a comprehensive evaluation of it,find out the main factors affecting the quality of rural habitat environment,and put forward rationalized countermeasure suggestions for it.This paper firstly,on the basis of sorting out the current situation of rural habitat environment quality in Jilin Province,using the theory of habitat environment,the theory of multiple cogovernance,the theory of sustainable development,and the theory of coordination of human-land relationship,we construct the evaluation system of rural habitat environment quality in Jilin Province from five dimensions: health environment,ecological environment,infrastructure,economic development,and social services,adopt the entropy value method to determine the weight of each index,and then obtain the rural habitat environment quality evaluation index.Secondly,the indexes are selected from five aspects: economy,industry,population,ecology and mechanization,and the Tobit model is used to analyze the factors affecting the quality of rural habitat environment;finally,the analysis results are used to propose countermeasures to improve the quality of rural habitat environment.Finally,based on the analysis results,we propose countermeasures to improve the quality of rural habitat environment.The main findings of this study are as follows:(1)The quality of rural habitat environment has steadily improved,from 0.425 in 2011 to0.719 in 2020,with an average annual growth rate of 2.94%,but the overall level is still low.The quality of rural habitat environment varies significantly among cities(states)in Jilin Province.Yanbian Prefecture,Baishan City and Baicheng City have better quality of rural habitat environment,ranking among the top three respectively,while Liaoyuan City is relatively backward in terms of quality of rural habitat environment.(2)There is a problem of unbalanced regional development in the quality of rural habitat environment.Looking at the level of rural habitat environment quality in the three regions of eastern,central and western Jilin Province,the eastern region is relatively high and the central and western regions are relatively low,but the improvement efficiency in the central and western regions is faster than that in the eastern region.With the introduction of relevant policies of Jilin government in recent years,the more prominent rural habitat environment improvement problems in the central and western regions have been solved,and the overall level has improved significantly,especially the growth rate is more obvious in 2017-2020.(3)Economic development,industrial development,and ecological environment have significant effects.From the regression results of Tobit model,it can be seen that economic development and ecological environment have positive and significant effects on the quality of rural habitat environment,industrial development has a large negative and significant effect on the quality of rural habitat environment,and agricultural mechanization and population change have negative and insignificant effects on the level of rural habitat environment quality.In response to the above analysis results,the following recommendations are made: the development of rural habitat environment in the Jilin Province region should be differentiated;promote collaborative governance among government departments;increase financial investment and encourage diversified investment of funds;and deeply promote the construction of village appearance.
