| China has entered a stage of high-quality development,but there are still a series of problems,such as low economic returns,serious environmental pollution,resource and energy depletion,and unbalanced social development.To achieve coordinated economic,social and ecological development,it is urgent to guide the transformation of economic and social development model into high-quality green development.As a leader in global green development,China launched a mobilization order for all citizens.Zhejiang,the birthplace of the Two Mountains Theory,responded to the call to accelerate and deepen the implementation of high-quality green development,deepen the construction of ecological civilization demonstration,and build a high-level beautiful Zhejiang in the new era.How to measure the level of high-quality green development in Zhejiang scientifically and reasonably and explore the influencing factors in the process of high-quality green development have important theoretical significance and practical application value for promoting the higher level of high-quality green development in Zhejiang,as well as for other provinces and even the whole China.This paper chooses Zhejiang as the research object and takes high-quality green development as the theme.Firstly,the connotation,evaluation and influencing factors of high-quality green development are sorted out by summarizing domestic and foreign literature.Secondly,the present situation of high-quality green development in Zhejiang is analyzed from three aspects of economic development,energy consumption and ecological environment,which provides a basis for the establishment of follow-up evaluation model and suggestion.Thirdly,the evaluation model of highquality green development in Zhejiang is constructed.Based on the actual development status of Zhejiang and DPSIR(Driving Force-Pressure-State-ImpactResponse)model,the evaluation index system of high-quality green development in Zhejiang is refined from the social,economic,environmental and resource dimensions based on five criteria layers of driving force,pressure,state,impact and response.Use entropy weight method and comprehensive evaluation method to measure and evaluate the high-quality green development level index.Finally,Tobit regression model is used to explore the influencing factors of high-quality green development in Zhejiang,and the influence on high-quality green development in Zhejiang is quantitatively analyzed from the aspects of industrial structure,scientific research investment,environmental regulation,urbanization level,openness to the outside world and energy consumption intensity.After a series of in-depth studies,this paper mainly draws the following conclusions:(1)Under the new normal of economic development,the total amount and speed of economic growth in Zhejiang are in the leading level in China,the income gap between urban and rural residents is reduced and lower than the national average,and the economic structure is gestation with new breakthroughs.The growth rate of energy consumption in Zhejiang slowed down,energy intensity decreased significantly,and energy utilization efficiency improved effectively.Ecological and environmental quality has improved markedly,but pollution prevention and control work still need to be further strengthened.(2)The level of high-quality green development in Zhejiang shows a steady upward trend,among which the response subsystem has the greatest promotion.The evaluation indexes of the five subsystems all show an increasing trend,and the development trend from strong to weak is pressure subsystem,impact subsystem,response subsystem,state subsystem and driving force subsystem.(3)Industrial structure,environmental regulation and urbanization level have a significant promoting effect on the high-quality green development of Zhejiang,the degree of openness and energy consumption intensity have a significant inhibiting effect on the high-quality green development of Zhejiang,and there is no significant correlation between scientific research investment and the high-quality green development of Zhejiang. |
