With the rapid expansion of population,the rapid development of economy and the frequent occurrence of ecological events,the water environment in the basin is facing major problems such as soil erosion,drought and flood disasters and water pollution,which seriously threaten the life and health of the public and the harmony and stability of the society.Although the governance consciousness of the government,enterprises and the public in China has been gradually strengthened in recent years,there are still problems such as scattered interests and goals,insufficient coordination and so on.In view of this,this study conducts research from the following four aspects based on collaborative governance theory,configuration theory and "SFIC" model.Firstly,on the basis of sorting out relevant concepts and theories,and referring to the "SFIC" model framework,this paper determines the influencing factors of the formation of collaborative behavior of multiple subjects in water environment governance from four aspects: initial conditions,catalytic leadership,institutional design and collaborative process,and puts forward research hypotheses based on the logical relationship between the influencing factors and collaborative behavior.A conceptual model of the formation mechanism of collaborative behavior of multiple subjects in water environmental governance was constructed.Secondly,the questionnaire is designed and distributed according to the content of this study,and the reliability,validity and descriptive statistics of the questionnaire data are tested.Thirdly,the structural equation model(SEM)was used to test the conceptual model of the formation mechanism of collaborative behavior of multiple subjects in water environmental governance,and the results showed that trust and commitment had a significant positive impact on collaborative behavior;The resourcepower equivalence can not only directly affect collaborative behavior,but also indirectly promote the formation of collaborative behavior by affecting trust.Information symmetry and institutional improvement cannot directly affect collaborative behavior,but can indirectly affect the formation of collaborative behavior by promoting trust and commitment.Government support can not only directly and significantly positively affect collaborative behavior,but also promote the formation of collaborative behavior through indirect effects on trust and commitment.Finally,in order to further explore the complex mechanism of the formation of collaborative behavior of multiple subjects in water environment governance from the perspective of configuration of multi-factor interaction,this study uses the fuzzy set qualitative comparative analysis method(fs QCA)to explore the "combination effect" among influencing factors,and identifies six equivalent configuration paths to promote the formation of collaborative behavior of multiple subjects in water environment governance.According to the core conditions,four driving modes are identified: "government support + trust" driven,"resource power equivalence + system improvement + government support" driven,"system improvement + information symmetry + commitment" driven,"resource power equivalence +government support" driven.This reflects the multi-layer linkage mechanism of the six condition variables and verifies the configuration view of "all the way to the same destination" in the configuration theory.
