| As an important part of the comprehensive transportation hub,the safe development of water transportation is of great significance to the establishment of a comprehensive transportation three-dimensional corridor.At the same time,Chongqing,as an important connection point of the Yangtze River Economic Belt and a demonstration point for the construction of a powerful transportation country,serves the Yangtze River.It plays an important role in the development of the economic belt and the strategy of serving the transportation power.However,in recent years,Chongqing water traffic safety accidents have still occurred,causing casualties,property losses and restricting economic development.At the same time,the rapid development of water transportation has made the traditional mode of relying solely on the government’s single governance no longer suitable for the current governance needs.It needs to rely on the participation of multiple entities such as the government,the market and the society.Based on this,this article conducts research on the multi-dimensional co-governance model of water traffic safety from the perspective of multi-dimensional co-governance,aiming to clarify the problems that exist when multi-dimensional entities co-administer water traffic safety,and explore the coordination methods,synergy power,and cooperative relationship of multidimensional agents.In order to build a multi-dimensional co-governance model for water traffic safety,improve water traffic safety governance capabilities and governance system levels.The specific research content is as follows:(1)The first part is the study of multi-dimensional subject relationships.Clarified the concept and composition of multi-dimensional subjects,analyzed the current cross-duties of multi-dimensional co-governance,defined the responsibilities,roles and functional positioning of multi-dimensional subjects in co-governance,and based on grounded theory the psychology and behavior of multi-dimensional subjects’ strategic choices Analyze,and finally build a multi-dimensional co-governance theoretical model based on subject-structure-relationship.(2)The second part is the evolutionary game analysis of the subjects of multidimensional co-governance of water traffic safety.The evolutionary game theory is used to construct a tripartite evolutionary game model of government,market and society,and the evolutionary game model is simulated and analyzed by the system dynamics method to provide governance motivation factors for the construction of a multi-dimensional cogovernance model of water transportation safety.(3)The third part is the analysis of multi-dimensional co-governance network for water traffic safety.A relationship network is constructed based on the cross-relationship of governance entities or administrative departments.At the same time,based on the governance relationship between multi-dimensional co-governance entities and accident risks,a 2-mode network of governance entities— governance object is constructed,and the density of each entity in the network is analyzed.Centrality and core-marginality determine the relationship of each subject in the network.Based on the above research,the following conclusions can be drawn:(1)There are complex cross-relationships among multi-dimensional entities or multiple departments,especially the cross-over of duties between maritime administrative departments and other administrative departments;(2)The simulation results of the tripartite evolutionary game show that: in the government Under the conditions of supervision,the tripartite entities will eventually reach a stable state(regulation,governance,participation);the government’s strategic choice directly affects the market and society’s strategic choice;the tripartite entity’s strategic choice is directly affected by factors such as fines,rewards,and costs;(3)In the multi-dimensional subject relationship network,township(town)governments,shipping companies,maritime departments,safety committee offices,governments at or above the county level,and public security bureaus play an important role in the relationship network and the network governing water traffic governance objects. |
