In the era of innovation-driven and green development, technological progress is accelerating, and changing the mode of economic development is a necessary way to achieve sustainable development. The manufacturing industry is an important force in China’s economic development, and its development coexists with environmental pollution. An important way to solve the pollution problem is to upgrade technological innovation.Due to the limited knowledge, resources and risk-taking ability of individual enterprises,it is increasingly difficult for them to innovate independently, and the closed innovation model can no longer adapt to the dynamic changing environment. As a result, collaborative innovation under network conditions has become common, and more and more enterprises are participating in or building collaborative innovation networks to acquire knowledge and resources, share innovation factors to reduce innovation costs and share innovation risks, and thus improve technological innovation performance. The high energy consumption and high emission of manufacturing industry will lead to environmental pollution.Using environmental regulation tools to eliminate backward production capacity can well solve the negative externality of pollution. How to bring into play the positive guidance and negative "push-back" effect of environmental regulation is a key concern in the14 th Five-Year Plan period to promote industrial structure upgrading and innovation of environmental policy tools. While promoting emission reduction, environmental regulation policies also influence the speed and depth of new technology formation and diffusion. Then, under the relative role of environmental regulation policies, the position of enterprises in the network and the relationship with other innovation agents will also change the mechanism of technological innovation performance.Based on this, the thesis takes network resource view, social network theory,Porter’s hypothesis and externality theory as the theoretical basis, takes 454 listed manufacturing enterprises as research objects, constructs manufacturing collaborative innovation network with cooperative patent data, and combines social network analysis method to explore the influence of network location characteristics and relationship characteristics of enterprises on technological innovation performance, and the moderating role of environmental regulation in the relationship between network characteristics and technological innovation performance.First, based on literature review,we understand the progress of research related to network characteristics, environmental regulation and firms’ technological innovation performance, determine the research framework and propose research hypotheses;second,we use Ucinet software to import cooperative patent matrix to measure network characteristics indicators and conduct trend analysis on overall network characteristics;then,we construct a negative binomial regression model for empirical analysis to verify the relevant hypotheses. Finally, the empirical results are discussed and the following conclusions are drawn:(1)Network location is positively related to enterprise technology innovation performance, proximity to the center and structural holes positively promote enterprise technology innovation, and centrally located enterprises play a leadership role in the network and can obtain and control innovation resources to the greatest extent.(2)The relationship between network relationship and enterprise technology innovation performance is inverted U-shaped.Strengthening relationship strength is conducive to strengthening mutual trust and forming a stable resource sharing system, but exceeding a certain threshold will generate knowledge homogenization and reduce enterprise technology innovation performance.(3)Environmental regulation positively promotes the technological innovation performance of enterprises, which verifies the "Porter hypothesis" that strict and appropriate environmental regulation promotes innovation.(4)Environmental regulation positively moderates the effects of proximity centrality and structural holes on firms’ technological innovation performance, but weakens the inverted U-shaped relationship between network relationships and firms’ technological innovation performance.
