| At present,China’s carbon dioxide emissions are still growing,and various industries are facing huge pressure to reduce emissions.As a pillar industry of China’s national economy,the growth rate of carbon dioxide emissions from fossil energy consumption in the transportation industry cannot be ignored.At the same time,it is difficult to achieve the desired effect by relying solely on market regulation mechanisms to reduce the industry’s CO2 emissions,and environmental regulations are needed to supplement them.Therefore,this thesis analyzes the effects of different types and strengths of environmental regulations on carbon emissions of transportation industry in different regions in order to provide a theoretical basis and decision reference for the government to formulate environmental regulation policies according to local conditions,enhance the effectiveness of environmental regulation and effectively reduce carbon emissions of transportation industry in each region.Based on the externality theory,the Pyrrhic tax theory and the public goods theory,this thesis summarizes the relevant research process and constructs the direct and indirect mechanisms of heterogeneous environmental regulations on carbon emissions in the transportation industry,and puts forward reasonable hypotheses.The top-down IPCC model is used to measure the carbon emissions of the transportation sector in 30 provinces in China,and the heterogeneous environmental regulations are used to establish an econometric model of the impact of heterogeneous environmental regulations on carbon emissions in the transportation sector from 2004 to 2020,and to conduct relevant empirical tests.Firstly,at the national level,a two-way fixed DID model is used for regression analysis to verify the hypothesis of direct effect of heterogeneous environmental regulations in this thesis;secondly,a mediating effect model is used to verify the hypothesis of indirect effect of industrial structure level in environmental regulations and carbon emissions of transportation industry;finally,to avoid the "one-size-fits-all" phenomenon of environmental regulations Finally,to avoid the phenomenon of "one-size-fits-all" environmental regulation,a heterogeneity test is conducted for 30 provinces in China by grouping carbon emissions and industrial structure rationalization index as indicators.After passing the robustness test and verifying the theoretical hypotheses,this thesis mainly draws the following conclusions:(1)The results of the two-way fixed DID model show that command-and-control,market-incentive,and publicparticipation environmental regulations have a positive "U" or inverted "U" shape on carbon emissions in the transportation industry."The results of the two-way fixed DID model show that command-and-control,market-incentive,and public-participation environmental regulations have positive or inverted U-shaped effects on carbon emissions in the transportation industry.(2)The regional industrial structure level plays a partly mediating role in the influence of market-incentivized and public-participation environmental regulations,and both of them have a suppressing effect on the carbon emissions of transportation industry.(3)The command-and-control environmental regulation can play a better role in curbing carbon emissions in low-intensity emission areas;the market-incentive environmental regulation can fully mobilize the enthusiasm of market regulation in high-intensity emission areas,thus promoting carbon emission reduction;the public participation environmental regulation is consistent with the market-incentive environmental regulation in the direction of emission reduction,but there is a certain difference in the effect.(4)The command-and-control environmental regulation has a certain inhibiting effect on carbon emissions from transportation industry in low industrial structure areas,but it is counterproductive to high industrial structure areas;the market incentive type and public participation type environmental regulation can manage carbon emissions from transportation industry in both industrial structure areas,and the provinces in high industrial structure areas can better enjoy the carbon reduction effect promoted by technological progress.The policy effect of carbon reduction in the higher industrial structure provinces can be better enjoyed. |
