The report to the 20th National Congress of the Communist Party of China pointed out that we should actively yet prudently promote carbon peak and carbon neutrality,and actively participate in global governance to address climate change.Under the background of the "dual carbon" goal,how to effectively reduce the emission of major pollutants,control fossil energy consumption,improve the quality of ecological environment,promote the total control of carbon emissions and the low-carbon transformation of all sectors,and achieve green development is a practical problem that urgently needs to be solved.To better serve green development,the financial industry urgently needs to accelerate breakthroughs in policy guidance,financial product innovation,risk management and the application of green technology.Effective financial support,strong innovation-driven and sustainable green development are important conditions to solve the problem of resource and environment constraints,accelerate the adjustment of industrial structure and promote sustainable economic development.Therefore,this study takes how to promote carbon emission reduction as the entry point to explore how the development of sci-tech finance affects carbon emission reduction.First,based on the introduction of the research background and significance,the literature related to science and technology finance and carbon emission reduction is reviewed to grasp the current research status.Secondly,it defines the connotation of sci-tech finance and carbon emission reduction,expounds relevant theories,and clarifies the mechanism of sci-tech finance affecting regional carbon emission reduction.Then,a comprehensive evaluation index system is constructed to measure the development level of science and technology finance and carbon emission reduction of 30 provincial administrative regions in China from 2009 to 2020,and the characteristics are analyzed.Finally,the paper empirically analyzes the influence of science and technology finance on regional carbon emission reduction,and constructs an intermediary effect model to test its mechanism.The results show that the development of sci-tech finance can significantly improve the level of carbon emission reduction,and there is an intermediary effect of sci-tech finance on regional carbon emission reduction through technological innovation and industrial structure upgrading.In addition,heterogeneity analysis found that science and technology finance in the east,west and northeast had more obvious effects on regional carbon emission reduction than that in the central region.According to the research conclusions,three policy implications are drawn.first,speed up the improvement of the scientific and technological financial system to promote green and low-carbon development.Second,we should coordinate the adjustment of industrial structure and encourage scientific and technological innovation.Third,optimize regional environmental protection mechanisms to promote balanced development.
