Research On The Operation Mechanism Of "moral Score Supermarket" In Rural Human Settlement Environment Governanc

In recent years,governments at all levels in China have conscientiously implemented the decision-making and deployment of the Party Central Committee and the State Council,vigorously promoted the construction of rural living environment,and achieved results to a certain extent.However,there are still a lot of problems with the management of the countryside,which are mainly reflected in the government and the peasants,government-led,lack of long-term mechanism,lack of subjectivity of farmers,and passive participation.Theoretically speaking,the problem of managing people’s settlements in rural areas is essentially an external problem.The existence of externalities in rural human settlement environment governance reflects the inconsistency between individual rationality and collective rationality,and between individual optimal and collective optimality.Environmental management in rural areas is an important part of rural development.How to play the leading role of the government;How to encourage the peasants to take part in the governance of the countryside,to change the participation behavior of the peasants from passive to active;How to integrate the dispersed rural households and internalize the externalities of the human settlements environmental governance is an urgent need to be resolved in the present management of the countryside.Through literature combing and field research,the development process of rural human settlement environment governance is clarified,the current problems of rural human settlement environment governance are summarized,and the rural human settlement environment governance model is summarized,which provides background and direction for the subsequent research.Based on the comprehensive reform and exploration practice of governance carried out in Guanling County to solve the problems of externalities in rural human settlements environment governance and the absence of subjectivity in the participation of farmers,combined with related literature on governance and motivation in rural areas.This article sums up the practice and experience of implementing "Morality Point Supermarket" in Guanling County of Guizhou Province.Secondly,using the research methods of rooted theory,based on motivation theory,externality theory and farmer behavior theory,it is summarized and analyzed that the operation mechanism of "moral points supermarket" in rural human settlement environment governance mainly includes management mechanism,participation mechanism,incentive and constraint mechanism,fund raising mechanism,and review and supervision mechanism.Finally,this paper further analyzes how the operation mechanism of "moral points supermarket" solves the current dilemma of rural living environment.The results show that the operation mechanism of "moral points supermarket" in rural human settlements environment governance actively plays the guiding role of the government,Encourage the peasants to take part in the management of the environment of the countryside and change the participation of peasants,changes passive to active,effectively integrates scattered farmers,and internalizes the externalities of rural human settlements governance.Based on the operation mechanism of the "moral points supermarket",the following experiences are summarized: transform the role of the government and guide the coordinated participation of multiple subjects;Meet the intrinsic needs of farmers and adhere to the subjective status of farmers;Motivate farmers to participate and improve sustainable incentive mechanisms;The establishment of standardized operating procedures and the strengthening of supervision mechanism can be used for reference and inspiration for the application of the points system in rural areas.
