Research On The Responsibility Of Township Governments In Rural Garbage Management In Xiling Town, Bijie Cit

New demands are constantly being made by the proposal of the village rejuvenation strategy,china’s garbage governance made great improvement in last few years.Meanwhile,Many places have introduced a series of governance programs and measures according to local conditions and these initiatives will help the governance of rural garbage.In the process of rural garbage management,how to better fulfill its responsibilities,improve governance efficiency,and promote the construction of livable villages is a topic worthy of study and discussion.Zongling Town of Bijie City was a famous mining town in the city from the 1990 s to 2015.Driven by the exploitation of mineral resources,the economy has made great progress.The following phenomenon of "garbage encircling town" has become a difficult problem and puzzle of economic and social development for the town.In 2018,the town firmly grasps the great opportunities for the implementation of poverty alleviation policies.,actively planning the whole town waste management,carry out the whole town waste management work,the whole town garbage comprehensive improvement to a new level.In order to understand the problems existing in the performance of the responsibility of Zongling Town Government and put forward some improvement measures.the study makes basic preparations for the research by consulting relevant literature on rural garbage management and combining policy interpretation.After explaining the two most important concepts of rural garbage and township government responsibility,the research object is described intuitively.By sorting out the relevant responsibilities of the township government in rural garbage management,the actual responsibilities and due responsibilities are summarized and proposed the four responsibilities of township governments in rural garbage control of Zongling Town: organizational leadership,financial security,supervision and assessment,publicity and guidance.This paper uses two methods : questionnaire interview and literature research.To sort out the garbage management responsibility of Zongling Town,point out the existing problems and find out the reasons,and targeted to draw lessons from the domestic good practice,Some suggestions are put forward to improve the ability of villages and towns to fulfill the responsibility of garbage treatment in rural areas.The Zongling government needs to fulfill the four responsibilities of organizational leadership,service guarantee,supervision and assessment,publicity and guidance to ensure governance.It is hoped that the garbage management in Zongling Town through the active performance of the township government.
