Low-carbon development of agriculture is an important measure to comprehensively respond to climate change and an inevitable requirement for the revitalization of China’s countryside and the construction of ecological civilization.For a long time,constrained by the dual system of urban and rural areas,the free flow of urban and rural factors has been hindered,the allocation of agricultural production factors has been inefficient,and the level of low-carbon agricultural development has lagged behind.The 20 th Party Congress report clearly proposed to adhere to the priority development of agriculture and rural areas,adhere to the integrated development of urban and rural areas,and smooth the flow of urban and rural factors.Urban-rural integration,as an important means to realize the improvement of agricultural production factor allocation efficiency,can effectively improve agricultural production efficiency,which is the key to influence the efficiency of agricultural carbon emission and promote the realization of low-carbon agricultural development.Accordingly,this paper firstly analyzes the intrinsic influence mechanism of urban-rural integration on agricultural carbon emission efficiency from the perspective of technological progress and technological efficiency;and theoretically discusses the heterogeneous influence of urban-rural integration on agricultural carbon emission efficiency from the perspective of economic development level.Secondly,an index system is constructed to measure the development level of urban-rural integration from three dimensions of "people","land" and "capital",and on the basis of further measuring the efficiency of agricultural carbon emission,a comprehensive study is conducted.On the basis of further measurement of agricultural carbon emission efficiency,the effect of urban-rural integration development on agricultural carbon emission efficiency and its mechanism were tested empirically using fixed-effect model,spatial autoregressive model and threshold effect model.Finally,the research findings are combined with corresponding policy recommendations.It is found that(1)during the observation period,the level of urban-rural integration development in China generally shows a change trend of steady growth,but there are some differences in the growth rates of each year.In terms of agricultural carbon emission efficiency,China’s agricultural carbon emission efficiency shows a fluctuating growth trend during 2006-2020,and its change trend is roughly the same as that of the technological progress index,and technological efficiency gradually plays a role from 2014-2020,realizing the "two-wheel drive" of technological progress and technological efficiency to jointly promote From 2014 to 2020,technical efficiency will gradually take effect,realizing the "two-wheel drive" of technical progress and technical efficiency,and jointly promoting the efficiency of agricultural carbon emission.(2)In general,there is a significant negative relationship between the level of urban-rural integration development and agricultural carbon emission efficiency,and this conclusion still holds after applying the instrumental variable method to alleviate the endogeneity problem.Urban-rural integration development not only has a significant negative effect on agricultural carbon emission efficiency in the region,but also inhibits the improvement of agricultural carbon emission efficiency in neighboring regions.Further study finds that "human integration" helps to improve agricultural carbon emission efficiency,while "land integration" and "capital integration" inhibit the improvement of agricultural carbon emission efficiency,and The inhibition effect of the former is significantly smaller than that of the latter.(3)The mechanism test shows that urban-rural integration helps improve agricultural low-carbon technology efficiency,but has a significant negative impact on frontier technology progress,which is not conducive to improving agricultural carbon emission efficiency.The above findings still hold under the spatial spillover perspective.From different dimensions of urban-rural integration development,"human integration" can effectively improve agricultural carbon emission efficiency by improving technical efficiency,while "land integration" and "capital integration Although both "land integration" and "capital integration" have positive effects on technical efficiency,they ultimately hinder the overall improvement of agricultural carbon emission efficiency due to the negative constraints of technological progress.(4)The threshold econometric analysis found that the regional economic development level is a significant threshold variable constraining the relationship between urban-rural integration development and agricultural carbon emission efficiency,and urban-rural integration development can significantly improve agricultural carbon emission efficiency only when the regional economic development level moves past the threshold.Therefore,in the process of promoting integrated urban-rural development,local governments should take into account the level of regional economic development and focus on building a system and mechanism for integrating"land" and "capital" with "people" as the
