Study On The Problems And Countermeasures Of Ecological Environment Governance In D District,Zhenjiang City

The construction of ecological environment is not only related to the well-being of the people,but also to the development of future generations.Under the guidance of General Secretary Xi Jinping,we will adhere to the new development concept and continue to promote coordinated economic,social and environmental development in order to achieve the goal of "beautiful China"."We need to promote the building of a beautiful China," the Report of the 20 th National Congress of the Communist Party of China said."We need to take integrated protection and systematic management of mountains,water,forestry,farmland,grass and sand,coordinate industrial restructuring,pollution control,ecological protection and climate change,and work together to reduce carbon,reduce pollution,promote green growth,and promote ecological priority,economy-intensive,green and low-carbon development." In the current situation,with the continuous development of the economy,the expectations of the people for a better life are becoming higher and higher.The construction of the ecological environment cannot be relaxed for a moment,and the government,as a single subject of governance,has a very difficult task and bears great pressure.In the face of this situation,exploring a collaborative environmental governance approach involving local governments,enterprises,the masses,and social organizations has distinct significance.In recent years,D District has made a series of efforts to carry out ecological environment governance and improve the regional environment,and has made certain achievements,but there are still some problems.This paper takes D District as the research object and takes the theory of collaborative governance,the theory of public goods and the theory of sustainable development as the theoretical basis to investigate and analyze the current situation,existing problems and causes of ecological environment governance in D District.The status quo of governance introduces the overall situation of ecological environment governance in D District,uses scientific research methods such as literature research,field investigation and questionnaire survey to sort out the mechanism of ecological environment governance in D District at the present stage,summarizes the measures taken and achievements achieved in governance,and concludes that there are five problems in ecological environment governance in D District: first,governance relies on administrative means;Second,the degree of coordination between government departments is insufficient;Third,the strength of ecological environment law enforcement departments is relatively weak;Fourth,the governance work is not advanced deeply;Fifth,the participation of multiple subjects is not high.After in-depth analysis of the problems in ecological governance of D District,the main reasons for these problems are summarized as follows: First,the operational mechanism of governance is not perfect;Second,the cooperation system between government departments is not perfect;Third,there are shortcomings in the construction of ecological and environmental law enforcement departments;Fourth,the incentive system of governance is not perfect enough;Fifth,the initiative of multiple entities to participate is insufficient.Finally,in view of these reasons and based on the actual situation of D District,this paper puts forward some countermeasures,including improving the mechanism of ecological environment operation,strengthening the coordination between government departments,strengthening the team construction of law enforcement departments,strengthening the incentive and feedback of ecological environment governance,leading to improving the participation of multiple subjects,etc.
