Study On Multi-subject Co-participation In Ecological Protection And Management Of Yellow River Basin

Since the eighteen Party’s Congress,the Central Committee of the CPC,with Comrade Xi Jinping as its core,has profoundly summarized the law of human civilization development,and incorporated the construction of ecological civilization into the "five in one" overall layout of China’s socialism and the strategic layout of "four overall".The 19th National Congress of the Communist Party of China has made important instructions on speeding up the reform of the ecological civilization system and building a beautiful China,It is proposed to "build an environmental governance system with the government as the leading role,enterprises as the main body,non-governmental organizations and the public as the participants".The Yellow River Basin plays a very important role in China’s economic and social development and ecological security.It is of great significance to strengthen the ecological protection and management of the Yellow River Basin.Hejin City,Shanxi Province,is located at the intersection of Huangfen and Huanghe Rivers.The total length of the Yellow River is 29.5km,which flows through Xiahua,Qingjian,Yangcun and Xiaoliang.The water source along the Yellow River in Hejin City is located in the triangle of the confluence of the Fenhe River and the Yellow River in Hejin City,with a total area of 88 km2,It is the main water supply source of Shanxi Aluminum Plant,Hejin Power Plant and Wangjialing coal mine.The water source of the Yellow River provides a strong support for the local economic and social development.However,the problems of water and soil loss caused by illegal sewage pollution of coastal enterprises and the destruction of vegetation caused by private mining and random digging of stone mines occur from time to time,which become the obstacles for the control and protection of the Yellow River.The ecological problems in the Yellow River Basin have become the bottleneck of the sustainable and healthy economic development of Hejin.In the final analysis,the protection and management of the Yellow River Basin needs the participation of the whole society.Now the protection and management of the Yellow River Basin is in the exploration stage,lacking scientific theoretical system guidance and targeted protection measures.It is urgent to study the measures of ecological protection and management of the Yellow River basin in Hejin City,and give full play to the local government,enterprises and non-governmental groups under the guidance of the new development concept In order to promote the protection and governance of the Yellow River Basin in Hejin City,we should build an effective supervision,cooperation and incentive mechanism.Therefore,from the perspective of multiple participation and collaborative governance,this paper analyzes the current situation of ecological protection and governance of the Yellow River Basin in Hejin City,and the problems existing in the participation of multiple subjects in ecological governance,so as to explore how to give full play to and mobilize various forces to achieve the high-quality development of Hejin section of the Yellow River.
