Difficulties And Countermeasures Of The Practice Of Grassroots River Chief System In Lixiahe Area

As the saying goes,"people can live without food for three days,but they can’t live without water for one day." water is the basic unit of life,and is the basic condition for the occurrence,development and reproduction of life.Without available and healthy water resources,human beings will face survival crisis.If the most basic need of human survival is lost,how can we talk about development?Therefore,to promote the development of economy,society and human civilization,we must keep the sustainable protection and utilization of water resources.At present,our country is facing the pressure of water quality water shortage and resource type water shortage.Resource water shortage can be transferred through the construction of water conservancy facilities such as reservoirs and pumping stations.However,the water quality shortage can only be solved by the means of river lake treatment.Lixiahe area in Jiangsu Province is rich in water resources because of its unique landform and monsoon circulation climate.However,in recent years,the contradiction of water environmental problems and water shortage caused by blindly pursuing the rapid growth of GDP and ignoring environmental protection has become increasingly prominent.Yuduo town is located in the hinterland of Lixiahe River in Jiangsu Province.It is adjacent to 5A National Wetland Ecological Park in the East.Taidong River,luting River and other clear water channels pass through the area.The water environment and water ecological status of Yuduo town is more important.How to make full use of the advantages of water resources to achieve the balance between water control and regional economic development has become a difficult problem for Yuduo town and Lixiahe river area in Jiangsu Province.At the end of 2016,the central government began to implement the river head system at the national level,and the construction of ecological civilization was promoted to the national strategy.In 2017,Yuduo town began to implement the system of river head in an all-round way.After more than three years,Yuduo town has made continuous improvement from the establishment and implementation of the system to the in-depth promotion,and achieved certain results,but still faces many problems.This paper takes the practice of river head system in township as an example,analyzes the difficulties in the process of implementing river head system in Yuduo Town,studies the reasons,and puts forward corresponding countermeasures and suggestions based on the local situation and multi center governance theory of Yuduo town.Water environment governance is a systematic and comprehensive governance work.Only relying on a single government governance will not only cause a large amount of investment,but also form a vicious circle of first pollution,then governance,and then pollution.This paper believes that the government led multi center governance model can fully mobilize the power of enterprises and the public,and improve the efficiency of water environment governance.This paper takes Yuduo Town River chief system as the research object,which is divided into five parts.The first part focuses on the historical origin,concept and related basic theory of river chief system.Through literature review,it briefly introduces the origin and development of river chief system,and expounds the concept of river chief system,the connotation and characteristics of polycentric governance theory.The second part introduces the topography,hydrology and climate of Yuduo town and Lixiahe area,and summarizes the practice of river chief system in Yuduo town and the achievements since its implementation.The third part from the Yuduo town river head system in the daily implementation process encountered in the implementation of the river head system hot up and cold down,fuzzy governance standards,low degree of public participation,analyzes the main reasons for its emergence are as follows: strong accountability under the administrative system,weak incentive,imperfect assessment system,lack of governance channels and weak awareness of environmental protection.The fourth part summarizes the experiences of the Thames River in London,Germany,and Xiaofeng Town,Anji County,Huzhou City,Zhejiang Province,and Nanzhuang Town,Chancheng District,Foshan City,Guangdong Province by collecting and collating the literature,and draws the Enlightenment of river and lake management.The fifth part,based on the practice and reasons analysis of the river length system in yuduzhen,and combining the actual situation and multi center governance theory of yuduzhen in Lixia River,puts forward the countermeasures and suggestions for improving the implementation of the river length system in Lixia River area: first,combining flexibility with principle;second,combining with Enwei,having attitude and temperature;third,building a multi-center water environment governance model.
