| Water is an indispensable and important resource for human survival.With the increase of population,the increase of industrial wastewater discharge and the development of water resources,great damage has been caused to the original good water environment.On December 11,2016,the central government issued the Opinions on the Comprehensive Implementation of the River Head System,which proposed that the comprehensive implementation of the river head system is the internal requirement for implementing the concept of green development and promoting the construction of ecological civilization,is an effective measure to solve China’s complex water problems and maintain the healthy life of rivers and lakes,and is an institutional innovation to improve the water governance system and ensure national water security.The research takes the river head system in P Town as the object,and through the discussion with relevant personnel,it is found that there are the following operational difficulties.In the process of performing his duties,the river head has a high degree of decision-making,lack of professional water control ability and one person with multiple posts.In terms of assessment,there is no specific assessment for river leaders and member units of river leader system,and the assessment results cannot be applied to river leaders and member units.In terms of organization and coordination,the river head office does not have the corresponding coordination capacity,nor sufficient deliberative capacity,and plays a small role in the long-term river management process.In terms of basic guarantee,the composition of the office is relatively single,the financial guarantee is not in place,and the means of informatization are lacking.The river leader system has a low sense of identity among the people.On the one hand,the people’s awareness and participation of the river leader system are not high,and on the other hand,the governance ability of the folk river leader system is limited.Through the specific analysis of the dilemma through data acquisition,the following reasons are considered.First,the system of river leaders is deficient.The current written legal system involves less river leaders,and the training system for river leaders is not perfect.Second,there are omissions in the supervision and assessment,the assessment object is not clear,the assessment content and the setting of various scores are also unreasonable,and the supervision and accountability mechanism is not functioning effectively.The third is the disorder of cooperative operation mode.The staff composition of the river head office is relatively low,and the division of responsibilities of the river head office is unclear,and the functional departments have serious prevarication.Fourth,the river head system has few investment channels,low emphasis on capital budget,and immature market mechanism for water environment governance.Fifth,the participation mechanism of multiple subjects is not sound.The form of public participation is relatively simple,there is no specific incentive mechanism,and the publicity and guidance are also insufficient.For the above reasons,the following measures can be taken to improve.First,improve the system guarantee,improve the relevant laws of the river head system,strengthen the administrative law enforcement,and build an effective and complete teaching system.The second is to improve the supervision,assessment and accountability mechanism,including strengthening the supervision of the river head’s performance of duties,building a more reasonable assessment scheme,and strictly implementing the accountability system according to regulations.The third is to strengthen the operation mechanism,clarify the nature and status of the office of river head system,clarify the responsibilities of member units,and establish a hierarchical system of supervision and handling of river and lake issues.The fourth is to provide material support,establish a professional information platform,build a professional talent team,and implement the special funds for water environment treatment.The fifth is to strengthen social supervision.On the one hand,we should strengthen publicity and improve public awareness of environmental protection,on the other hand,we should open public communication channels and listen to public sentiment in time,and finally,we should optimize the incentive plan for public participation. |
