The increasingly serious environmental pollution is not conducive to the sustainable development of economy in China.With the constant emphasis on environmental regulation,environmental quality has improved,and the level of technological innovation of enterprises has improved.However,in the existing studies,the impact of environmental regulation on technological innovation has not been unified,and the intermediate mechanism of environmental regulation on technological innovation has not been deeply revealed.The current research on the relationship between environmental regulation and technological innovation has a black box,which is worthy of further discussion in this thesis.Based on the status of environmental regulation and technological innovation,this thesis mainly uses Porter Hypothesis,Human Capital Theory and Collaborative Governance Theory in its theoretical analysis.In the data analysis,this thesis uses Causal Stepwise Regression Tests and Hierarchical Linear Model.In the theoretical analysis,this thesis firstly analyzes the impact mechanism of environmental regulation on technological innovation and the impact mechanism of human capital on technological innovation;secondly,environmental regulation has an indirect impact on technological innovation through the mediating effect of human capital in the process of analyzing the impact of environmental regulation on technological innovation.Further analysis reveals that the regional collaboration of environmental regulation has a cross-level impact on the relationship between environmental regulation and human capital.In the empirical analysis,this thesis selects the data from 25 provinces in China from 2000 to 2019.And it divides the 25 provinces into seven regions according to three principles(geographical proximity,close economic ties and serious environmental pollution).The three variables of environmental regulation,human capital and technological innovation use provincial data,and the regional collaboration of environmental regulation is the degree of collaboration among provinces in the region in the implementation of environmental regulation,so the regional implementation of environmental regulation uses regional data.The innovations of this thesis are mainly the following two points:(1)It clarifies the effect of environmental regulation on technological innovation under the current situation in China,and discusses and verifies the logic that environmental regulation can significantly improve the level of technological innovation.The mechanism of the impact of environmental regulation on technological innovation is further studied,and the mediating role of human capital is found.(2)The cross-level moderating mechanism of regional collaboration of environmental regulation on the relationship between environmental regulation and human capital is demonstrated and verified by using the approach of hierarchical linear model.The main conclusions of this thesis are as follows: environmental regulation directly promotes the technological innovation in the province.And the same time,environmental regulation indirectly promotes the technological innovation in the province through the positive mediating effect of human capital.The regional collaboration of environmental regulation has a positive cross-level moderating effect on the relationship between environmental regulation and human capital in the region.Finally,this thesis makes reasonable suggestions based on the research conclusions.
