The changes in the global energy landscape have intensified the competition in the domestic and international gas market.As a result of the three-year cyclical pandemic and the shrinking real estate industry,the era of land acquisition has ended in the domestic gas market.The majority of cities are experiencing a gradual decline in the number of customers that can be connected,and the gas market has reached a saturation point.Meanwhile,there are fewer high-quality projects available for development,and gas companies are struggling to survive in the existing market.Therefore,in addition to expanding the market and nurturing value-added products,gas companies need to focus on internal management reform,exploring a management model suitable for change and development,with the hope of reducing costs and increasing efficiency to achieve profit growth and stand out in fierce competition.Human resources are an essential asset and the primary resource for an organization to gain a competitive advantage.To meet the strategic demands of gas companies seeking transformation,it is necessary to reasonably analyze,allocate,develop,and motivate human resources.Performance management,as a part of human resource management,is crucial for inspiring employees to continuously develop their potential and align their personal goals with organizational goals.This paper examines the performance management issues of Pipeline Gas Company A and attempts to introduce the relatively novel OKR performance appraisal method into the company’s business line.The middle and senior management use OKR as the standard for setting goals and measuring key results,while the grassroots level continues to adopt the KPI assessment method.By combining both assessment methods,it aims to ensure the achievement of key indicators at the grassroots level while gradually introducing OKR concepts,strengthening communication between different levels,and simplifying human resource management procedures.KPI focuses on efficiency,and OKR emphasizes innovation.The effective combination of the two methods can not only achieve cost reduction and efficiency improvement but also stimulate employees to develop the market,constantly explore new profit growth points,improve service quality,and enhance service levels.This will enable Pipeline Gas Company A to progress toward becoming a standardized and regulated industry benchmark enterprise while adapting to the trends of development and transformation,and seek a larger market share in the fiercely competitive market.
