Drinking water source is a general term for the source of water used in daily production and life.As one of the seven landmark battles in the battle against pollution,the governance of drinking water sources has been incorporated into the work agenda of governments at all levels.At present,there are contradictions and conflicts among relevant stakeholders of drinking water source management,and the research on interest coordination mechanism is insufficient.On this basis,this paper selected the interests of the stakeholders of drinking water source pollution governance as the research object,carried out research around the definition of core stakeholders,interest analysis,interest conflict and other issues,and tried to optimize the stakeholder interest coordination mechanism of drinking water source pollution governance.The research work is carried out through literature research,case analysis and in-depth interview.First,define the stakeholders of drinking water source pollution management,including local governments,project construction units,enterprise operators and villagers;Secondly,it analyzes the interest demands and conflicts of interests of the stakeholders of drinking water source pollution governance.The analysis shows that there are various conflicts of interests such as ecological interests and economic interests among all parties,and these conflicts will also change dynamically with the progress of drinking water source pollution governance.Only by establishing a suitable interest coordination mechanism to solve conflicts and conflicts can the sustainable development of the ecological environment of drinking water source be realized.Finally,L County was taken as an example to analyze the current situation of the benefit coordination mechanism of drinking water source pollution governance.Through the in-depth interview of drinking water source in L county,a large number of empirical data were obtained to test the benefit coordination mechanism of drinking water source pollution governance.Through the above analysis,it is found that the current situation of interest coordination mechanism in the treatment of drinking water source is mainly manifested in four aspects: First,in terms of interest expression mechanism,all parties lack effective communication;Second,in terms of profit acquisition mechanism,a balanced pattern of complementary advantages has not been formed yet;Third,in terms of benefit sharing mechanism,the distribution of rights and responsibilities of multi-stakeholder is not equal;Fourth,in terms of interest supervision mechanism,the current policies related to the protection of drinking water source are not perfect,and the feedback of information supervision cannot be effectively and timely handled.Finally,the conclusions of optimizing the benefit coordination mechanism of drinking water source pollution governance are as follows: First,timely and efficient communication mechanism.Establishing a good communication mechanism among stakeholders can promote mutual understanding of each other’s needs,change ideas and solve problems efficiently.Second,the participation mechanism of complementary advantages.By complementing the advantages and disadvantages of each stakeholder in the pollution governance of drinking water source,multi-party satisfaction can be improved.Third,the mechanism of equal distribution of power and responsibility.Appropriately consider the interests of each group,establish a distribution mechanism in line with the interests of each group,ensure the interests of all parties,and lay the foundation for sustainable development;Fourth,the check and balance mechanism of absolute authority.Improve the mechanism of power checks and balances so that the exercise of public power is carried out within the framework prescribed by the system.
