Research On Cross Regional Collaborative Law Enforcement Of Environmental Protection In The Ganjiang River Basin

With the continuous development and utilization of the ecological environment and natural resources in the Ganjiang River Basin,the proportion between economic growth and ecological environment is becoming increasingly unbalanced,and the contradiction is gradually sharpening.Based on this,the government,as the primary and leading force in environmental protection,is duty-bound to govern the environment.The key to environmental governance lies in environmental administrative law enforcement,which is constrained by factors such as the scope and mechanism of law enforcement.Traditional territorial law enforcement finds it difficult to break away from the situation of "mutual disputes" when facing regional public issues.At the same time,regional governments are limited by factors such as overlapping interests and individual games,and the effectiveness of cooperative law enforcement through agreements is not optimistic.The development of cross regional environmental administrative law enforcement is slow.Therefore,strengthening regional government cooperation,based on government collaboration as the theoretical foundation,exploring new dimensions of cross regional environmental administrative law enforcement,and studying cross regional environmental administrative law enforcement from the perspective of government collaboration,aims to promote coordination between law enforcement through intergovernmental collaboration,thus providing new ideas for cross regional environmental administrative law enforcement.This article takes the introduction of collaborative theory and holistic governance theory as the starting point,and takes environmental administrative law enforcement in the Ganjiang River Basin as the research object.It analyzes the feasibility of the relationship between collaborative law enforcement theory and ecological environment protection in the Ganjiang River Basin,elaborates on the basic current situation of unsatisfactory law enforcement effects,and analyzes the reasons from the perspectives of regional community development concept,regional environmental administrative law enforcement laws and regulations,organizational structure system,and corresponding mechanisms,Finally,it is proposed to promote the coordinated law enforcement of ecological environment protection in the Ganjiang River Basin by strengthening regional integration and the transformation of overall development concepts,cultivating regional communities,improving and perfecting the legal system of regional environmental administrative law enforcement,and strengthening the construction of relevant supporting guarantee mechanisms.
