The rapid development of the tertiary industry has enabled energy consumption by public buildings the fastest growing branch of China’s construction industry.The operating stage has the biggest share in the perspective of whole life cycle analyses.Therefore,scientific calculation of environmental efficiency of public buildings in the operating stage can provide a theoretical basis for developing energy-saving and emission policy and coordinating regional development.This study employs the non-radial directional distance function and data envelopment analysis methods to estimate the environmental efficiency of the public building industries in 30 provincial administrative regions from 2010 to 2017,explores its spatial pattern,and then analyzes the influencing factors based on the spatial econometric model.This paper also analyzes the spatial distribution characteristics of environmental efficiency of wholesale and retail buildings,accommodation and catering buildings and financial buildings by using global Moran index and local Moran index respectively.The results indicated that the environmental efficiency for the public building industries was generally low,whereas their spatial characteristics were high in the east and low in the west,and high in the south and low in the north.There are great differences in the spatial distribution of environmental efficiency of different types of public buildings.Wholesale and retail buildings and accommodation and catering buildings have significant aggregation characteristics;Although financial buildings have aggregation effect,it is not significant.There are several kinds of measures that can promote environmental efficiency,such as increasing the proportion of tertiary industry,promoting gross domestic product per capital growth,increasing the proportion of electricity in terminal energy consumption,and attracting foreign direct investment.Nevertheless,an obvious spatial spillover effect exists in the environmental efficiency of the public building sector.To improve the environmental efficiency of public buildings,we should fully realize its positive radiation role,promote balanced development among regions,pay attention to the driving force of economic development and optimize the energy structure.
