Promoting harmonious coexistence between man and nature has become one of the basic strategies of environmental governance in China.Regional joint prevention and control policies have become an important measure in the battle against blue skies.However,due to the actual conflict between the traditional territorial governance model and regional cooperative governance,the effective implementation of regional joint prevention and control policy mostly relies on the central government’s mandatory administrative orders,and the implementation of policy has some problems such as short-term,task-oriented and formalized.It is difficult to fully motivate local governments to take the initiative to reduce emissions.Policy implementation results deviate from policy objectives.Therefore,it is necessary to clarify the mechanism that affects the effectiveness of policy implementation and evaluate the actual emission reduction effect of combined policies.Based on the grounded theory,the LDA thematic clustering and fixed effect regression model,this paper analyzes the development mechanism of regional joint air pollution prevention and control policies in China,the influencing factors of implementation effectiveness and the emission reduction effect of the policies.Firstly,the development mechanism of regional joint prevention and control policy is analyzed from four aspects of policy subject,activity process,code of conduct and policy mechanism by comparative study.Clarify the existing policy context.Secondly,on the basis of fully understanding the policy content,field research and interviews were conducted in some "2+26" cities in The Beijing-Tianjin-Hebei region and surrounding areas.Based on the grounded theory,the interview content is deeply studied from five aspects: unified planning,unified standard,unified monitoring,unified prevention and control measures,and policy guarantee.To clarify the influencing factors and mechanisms affecting the effectiveness of policy implementation.Finally,the fixed effect regression model is used to evaluate the actual emission reduction effect of the combined policies from the new perspective of the legal effect of the policies that affect the local governments’ implementation initiative.Identify the problems,and put forward the corresponding policy suggestions from the aspects of improving the policy scheme,improving the cooperation mechanism and optimizing the policy tools.The research shows that regional joint prevention and control policies are increasingly comprehensive,long-term and strategic,and the use of combined policy tools is emphasized.Regional joint prevention and control efforts have produced remarkable results.However,at the level of laws and regulations,regional joint prevention and control is mainly embodied in "joint control",and the design of "joint prevention" system is lacking.At the level of cooperative mechanism,regional cooperative governance is difficult to break through the territorial dilemma.Due to the lack of guarantee,the policy implementation is not sustainable.In terms of measures,regional joint prevention and control policies have significant policy preferences.The emission reduction effects of different types of policy tools are significantly different.The emission reduction potential of economic incentive policy tools has not yet been fully tapped.Based on this,this paper puts forward targeted policy suggestions.First,we need to enhance the efficiency of cross-provincial joint law enforcement and coordination among various governance bodies to ensure clear powers and responsibilities.Second,establish regular three-level comprehensive consultation and coordination bodies at the regional,provincial and prefectural levels.We will urge all entities to earnestly perform their duties.Third,we will strengthen the optimization and innovation of various policy tools for regional joint prevention and control,so that different tools complement each other’s strengths and avoid their weaknesses.
