In today’s world,climate change has a profound impact on human survival and development due to its periodicity and uncertainty.Global warming,environmental pollution and other problems have been accompanied by economic development and social progress for decades.In fact,with the advancement of industrial civilization,developed countries have freed themselves from the shackles of traditional industries at an earlier time point,and have already transferred related industries with heavy pollution and high emissions to developing countries through various ways such as industrial transfer.Especially in today’s increasingly obvious global climate change,China has attracted the attention of the international community due to its huge carbon emissions,but at the same time,China has also actively fulfilled its international responsibilities,combined with China’s national conditions,and practically promoted the development of China’s pollution reduction and carbon reduction.As the foundation and an important pillar of national governance,public finance plays a key supporting role.The government expenditure on energy conservation and environmental protection,as an important part of green fiscal expenditure,plays an important role in it.Therefore,it is particularly important to study the impact of government expenditure on energy conservation and environmental protection on the synergy effect of pollution reduction and carbon reduction,in order to optimize the structure of fiscal expenditure and achieve the synergy effect of pollution reduction and carbon reduction,which is particularly important for adhering to the path of ecological priority,green and low-carbon development under the double carbon goal.Existing studies either focus on the impact of local energy conservation and environmental protection expenditure on pollution reduction or carbon reduction,or focus on the discussion of pollution reduction and carbon reduction synergy at the industry level,or focus on the research of broad fiscal expenditure on pollution reduction and carbon reduction synergy,and truly systematically sort out government energy conservation and environmental protection expenditure.There are few studies on the synergy effect of pollution reduction and carbon reduction at the regional level using dynamic spatial measurement methods.To this end,this paper tries to from the perspective of government spending on energy conservation and environmental protection,the provincial level reducing the carbon reduction synergies of dynamic space region,different effect using moran index and data visualization methods of spatial relationship characterization,using the dynamic spatial econometric empirical analysis measures reducing the carbon reduction synergies spatial spillover effects,with new development philosophy Angle of view,Will involve green innovation,the local industrial structure,the green carbon sink capacity,openness,and reducing the carbon reduction synergies variables,such as through the policy analysis and model designing respectively to qualitative and quantitative investigation the effect of reducing the synergies of carbon reduction factors,to get some related to reducing the pollution to decarbonise the empirical conclusions and policy implications,and attempts to put forward the corresponding policy recommendations.After the dynamic spatial empirical analysis,the research conclusions are as follows:(1)The increase in the scale of government expenditure on energy conservation and environmental protection improves the synergistic ability to help reduce pollution and carbon reduction;(2)Government expenditure on energy conservation and environmental protection is affected by regional endowments and other factors,and the synergistic effect of carbon reduction in different regions and provinces is still quite different;(3)Government expenditure on energy conservation and environmental protection has declined in recent years,so it is imperative to improve the efficiency of fiscal expenditure;(4)The weight of energy conservation and environmental protection expenditure in the general public budget of Eastern,Western and northeastern regions varies due to local financial resources and other factors,and there is a certain financial pressure.Based on the above research conclusions,this paper puts forward corresponding policy suggestions on how to optimize the structure of government expenditure on energy conservation and environmental protection and improve the collaborative efficiency of pollution reduction and carbon reduction:(1)strengthen the performance management of government budget and improve the quality of government expenditure on energy conservation and environmental protection;(2)To give certain financial support to green technology and green transformation industry clusters to accelerate the realization of green transformation development;(3)Improve the design of institutions and systems,and standardize the use of government funds related to energy conservation and environmental protection;(4)Flexibly coordinate funds in various aspects,and actively leverage the participation of social capital and international capital while giving full play to the role of "ballast" of government financial funds.
