In recent years,my country’s economy has developed rapidly,and the refined oil logistics management mechanism has been steadily advanced.With the development of refined oil logistics and transportation business,the refined oil logistics industry has shown some significant contradictions,mainly including regional contradictions between production and sales,and storage and transportation facilities.Optimize the contradiction of space,separation of primary and secondary logistics,etc.In the process of refined oil logistics and transportation,the primary and secondary logistics are organized by regional companies,provincial and municipal companies,and are limited by many issues such as management authority and assessment indicators.Local interests are often given priority,resulting in a conflict between regional optimization and overall logistics optimization.The situation seriously affects the economic benefits of enterprises,so refined oil logistics enterprises pay more and more attention to the distribution of refined oil.Due to the existence of regional contradictions and the particularity of oil products,the rearrangement of the distribution center of the transfer oil depot and the optimization of the secondary logistics distribution path can not only reduce the transportation cost of refined oil,but also reduce the overall operation cost of logistics and improve transportation efficiency.In this context,based on the traditional two-level planning model,this paper explores and constructs a two-level planning model for the location-path optimization of oil product transfer oil depots from two aspects of "upper level" and "lower level".The upper model mainly determines the location and quantity of the transfer oil depot,and the factors to be considered include: the fixed location cost of the distribution oil depot,the storage cost of the oil depot,and the no-load penalty cost of the transportation and distribution vehicles;the lower model mainly optimizes the distribution path,considering factors: There are transportation costs,oil loss costs,time window costs,and carbon emissions costs caused by vehicle exhaust emissions in the process of refined oil distribution.Aiming at the two-layer programming model of refined oil constructed in this paper,the upper and lower genetic algorithms are designed and solved with the help of Matlab software.The algorithm takes the upper layer model as the main part.In the process of solving,firstly,the transfer oil depot location scheme is solved in the upper layer model,and then the result is input into the lower layer algorithm for solving,and the multi-transit oil depot distribution problem in the lower layer model is transformed into the vehicle path optimization problem of a single transfer oil depot is finally returned to the upper model to complete a complete calculation.Finally,the model established in this paper is applied to a practical example.The optimal transportation scheme and various costs under different transportation scenarios such as "only considering the location optimization of the transfer oil depot","only considering the vehicle route optimization",and "two-layer optimization of location and route" are obtained by solving.Through the calculation,it is found that the total logistics cost obtained by the optimization of the two-level planning model is the lowest,which is reduced to varying degrees compared with other single-stage optimization costs.The validity and practicability of the model are verified through the analysis of numerical examples,which provides reference and guidance for strengthening the coordinated operation of the refined oil logistics supply chain.On this basis,the model can be enriched in the later stage to make it more suitable for practical applications.,to provide guiding suggestions for the transportation business of refined oil logistics enterprises.
