Study On The Optimization Of Emergency Management System Of Petroleum Company H

As a large domestic offshore oil and gas producer,Petroleum Company H ’s main business includes oil and gas exploration and development,oil and gas production,oil and gas refining and sales,natural gas and power generation.Its business has risks such as fire and explosion,oil spill pollution,personnel poisoning and difficulties in rescue of offshore operations.In the absence of an emergency management system,if the above-mentioned unexpected risk event occurs,it will bring huge economic losses and casualties to Petroleum Company H.For this reason,Petroleum Company H have attached great importance to emergency management in recent years,and their emergency management system has been established and continuously improved,but at present there are still many problems.For example,there are shortcomings in emergency response to emergencies,especially in the management of emergency response to large emergencies,with inefficient disposal,casualties among rescuers,poor communication of information,imperfect decision-making processes and confusion in the division of labour among departments.Based on the theory of emergency management,this paper first analyzes the basic situation,development history and status of emergency management system of Petroleum Company H through literature analysis,survey and interview,and comparative analysis.Then,based on the "three stages" theory of emergency management,we analyzed the problems and causes of the emergency management system of Petroleum Company H.Then,through interviews with advanced petroleum companies at home and abroad,we analyzed what we can learn from their emergency management systems.Finally,by comparing and analyzing the emergency management system of Petroleum Company H with those of advanced petroleum companies at home and abroad,we propose an optimization plan for the emergency management system of Petroleum Company H in terms of organizational structure,decision-making process,expert team building,training and drills,and continuous improvement methods in conjunction with the ICS.
