While China ’s livestock and poultry breeding industry is developing rapidly towards scale and intensification,it has also caused serious waste of resources and environmental pollution.Waste such as livestock and poultry manure has become the main factor causing agricultural non-point source pollution.As an important way to solve the pollution problem of breeding industry,the resource utilization of livestock and poultry manure has been highly valued.Over the years,the government has greatly promoted the development of the resource utilization of livestock and poultry manure in China through the intervention of various regulatory means,and has made great achievements in the pollution control of breeding industry,but there is still room for further development.Farmers are the main body of livestock and poultry breeding production and pollution control.In this context,it is of great practical significance to analyze the influence mechanism of farmers ’ livestock and poultry manure resource utilization behavior and explore the effective path to promote their livestock and poultry manure resource utilization behavior.Through combing the existing literature,this paper holds that the utilization behavior of livestock and poultry manure resources of farmers will be affected by the perceived value of internal factors and the government regulation of external factors.Therefore,based on the theory of farmers ’ behavior,utility theory,externality theory and government regulation theory,this study constructs the theoretical research framework of perceived value,government regulation and the utilization behavior of livestock and poultry manure resources of farmers,expounds its internal influence mechanism,and constructs and measures the index system of perceived value and government regulation.On this basis,based on the survey data of pig farmers in Sichuan Province,using mathematical statistical analysis models and methods such as ordered Logistic model and OLS model,this paper empirically analyzes the impact of perceived value and government regulation on the resource utilization behavior of livestock and poultry manure by farmers.The main conclusions of this study are as follows :(1)The farmers ’ understanding of the utilization methods of livestock and poultry manure resources is polarized.Among them,the understanding of biogas and organic fertilizer production is the highest,and some farmers still do not understand various resource utilization methods.The development of technical training in the sample area is poor.About half of the respondents have not participated in technical training in the past three years.The vast majority of technical training organizers are governments,and the organizers are relatively single.Biogas and organic fertilizer are the most commonly used methods for livestock and poultry manure resource utilization.There are still some farmers who have directly discarded or directly returned to the field without treatment.The proportion of livestock and poultry manure resource utilization is generally high,and there are still some farmers whose resource utilization ratio is less than 50 %.(2)The perceived income and perceived risk of farmers are at a high level,and the average perceived income is larger.The respondents generally believe that participating in the utilization of livestock and poultry manure will bring positive benefits.Among the perceived benefits,the perceived ecological benefits are the highest,and the perceived economic benefits and perceived social benefits are low.Among the perceived risks,the mean values of perceived economic risk and perceived situational risk are higher,and the perceived psychological risk is the lowest.The overall value of government regulation is high,and the respondents are more satisfied with the effect of government regulation.According to the average value from high to low,they are supervised regulation,guided regulation and incentive regulation.(3)The empirical analysis of the influence of perceived value and government regulation on the behavior level of livestock and poultry manure resource utilization by farmers shows that the total dimensions of perceived income and government regulation have significant positive effects,and the total dimension of perceived risk has significant negative effects.In the sub-dimension of perceived benefits,perceived economic benefits and perceived social benefits significantly positively affect the level of livestock and poultry manure resource utilization behavior;in the dimension of perceived risk,perceived economic risk and perceived psychological risk significantly negatively affect the behavior level of livestock and poultry manure resource utilization.In the sub-dimension of government regulation,both guiding regulation and incentive regulation have a significant positive impact on the behavior level of livestock and poultry manure resource utilization.Government regulation has a positive moderating effect on the influence of perceived value on the behavior level of livestock and poultry manure resource utilization.(4)The empirical analysis of the impact of perceived value and government regulation on the proportion of livestock and poultry manure resource utilization by farmers shows that the total dimensions of perceived income and government regulation have a significant positive impact,and the total dimension of perceived risk has a significant negative impact.In the sub-dimension of perceived benefits,perceived social benefits and perceived ecological benefits significantly positively affect the proportion of livestock and poultry manure resource utilization;in the sub-dimension of perceived risk,perceived economic risk and perceived situational risk significantly negatively affect the proportion of livestock and poultry manure resource utilization.In the dimension of government regulation,guiding regulation,incentive regulation and supervisory regulation all have a significant positive impact on the proportion of livestock and poultry manure resource utilization.Government regulation has a positive regulatory role in the impact of perceived value on the proportion of livestock and poultry manure resource utilization.Based on the conclusions,this paper proposes the following policy recommendations :increase financial support,improve the incentive mechanism,and improve the perceived economic benefits;establish the concept of public environmental protection,enhance the awareness of social responsibility,and improve the perceived ecological and social benefits;improve the publicity and guidance mechanism,increase technical training,and reduce the perceived psychological and situational risks;support infrastructure construction,improve the layout of the industrial chain,and reduce the perceived situation and economic risks;strengthen supervision,improve the construction of supervision system,and improve the efficiency of policy implementation.
