| In recent years,with the continuous development of domestic and foreign marine fuel oil refueling services and warehousing business,no matter at the national,local government or enterprise level,the emphasis on fuel oil logistics,especially the logistics of fuel supply vessel supply in offshore ports,has been increasing.The optimization of domestic policies,the increase of refinery capacity,the enhancement of the market competitiveness of fuel prices,and the steady growth of export quotas are all conducive to the development of China’s bunker supply market.However,in other respects,the development of domestic fuel oil logistics is also facing many challenges,such as the obvious differences between the production area and the sales area in the domestic fuel oil market,fierce competition in the oil supply market,tight logistics facilities and equipment resources,and high pressure on logistics costs.,These have put forward new requirements and challenges for fuel oil logistics management.Therefore,in the environment of ever-changing shipping demand and ship type,how to use advanced technology to efficiently arrange the scheduling of oil supply ships and how to reasonably evaluate the distribution of bunkering is a problem worth studying in the process of oil supply scheduling.Company H is a subsidiary of a petrochemical group specializing in ship fuel supply business,with thousands of fuel oil delivery orders per month.However,due to the complexity of the scheduling logic of the oil supply ship and the influence of various conditions,the company’s scheduling efficiency is low and the logistics cost has been high.After analyzing and summarizing the dispatching business process of the oil supply ship of H Company,it is concluded that the dispatching resources of the fuel oil depot,the tank capacity of the oil supply ship,the position coordinates of the oil supply ship,the speed of the oil supply ship,the arrival time of the oil receiving ship and the oil demand Based on internal and external factors such as quantity and dock anchorage,scientific methods are used to provide scheduling optimization schemes for oil supply ships.Therefore,based on the analysis of dispatching factors such as market conditions,bunkering facilities,and business costs,this paper constructs a fuel oil bunkering service dispatching model with time window constraints in H Company to optimize the utilization rate and service level of oil supply ships,thereby minimizing the total cost of the oil supply business.At the same time,the genetic algorithm is used to design and solve the model.Finally,the actual case analysis is carried out by using the operating data and scenarios of H company to verify the effectiveness of the model.Through the comparative data of the solution results of single ship type and multiple ship types in the case study,a feasibility analysis is carried out for H company to consider purchasing light-weight ships on the basis of maintaining the existing fleet.At the same time,according to the sensitivity analysis of the two key parameters of the oil delivery pump speed and the load of the oil supply ship,the benefit results brought about by the optimization of the oil supply facilities and equipment are provided,which provides a basis for H Company to upgrade the oil delivery equipment and replace larger service ships in the future. |
