| Since the 19th National Congress of the Communist Party of China put forward the "Healthy China Strategy",that the people are supreme,life is supreme,and health is supreme have become the universal consensus of the whole society.Although the overall number of floating population has slowed down,it is still a new trend to move closer to central cities.How to protect the health rights of the floating population has become a major public issue that the city government needs to solve urgently.As an important part of the national floating population,the Tibetan floating population provides a large amount of labor and high-quality human resources for urban construction in our country,and makes a significant contribution to the multi-ethnic exchange and integration of the city and the community of the Chinese nation.At the same time,due to the traditional household registration system and financial system and other factors,the health status of this special group and the level of equalization of basic public health services need to be improved.As the only quasi-first-tier city in the Southwest,Chengdu is home to a large number of floating populations,among which there are many ethnic minority floating populations from remote areas,and Tibetan floating populations continue to flood in with their unique religious beliefs,ethnic culture,and customs and have become the largest minority floating population in Chengdu.Therefore promoting the equalization of basic public health services in depth and building a new type of urbanization with "people at the core" is an important way for the floating population to realize citizenization and urban public services covering all new and old citizens.This article takes the Tibetan floating population in Chengdu as the research object,takes the supply of basic public health services which is closely related to people’s health as the entry point,and tries to use service-oriented government theory,fairness and justice theory,and collaborative governance theory as research support.On the basis of further reading relevant policies and regulations of public health services and management of migrant population services and other related policies,through field surveys of the main gathering areas of Tibetan floating population in Chengdu,in-depth interviews with Tibetan migrant population and staff of relevant primary health institutions,and literature research and analysis,etc.the supply status and existing shortcomings of basic public health services for the Tibetan floating population in Chengdu are summarized.It is found that the current supply of basic public health services for the Tibetan floating population in Chengdu is insufficient,the awareness rate is low,the access to projects is uneven,and the quality of supply is not high.On this basis,this article analyzes the lagging concept of basic public health service supply of the Tibetan floating population,imperfect supply system,poor supply mechanism,and immature supply supervision and evaluation mechanism and specifically proposes to further improve the supply capacity and level of basic public health services for the Tibetan floating population in Chengdu from five aspects:updating the supply concept,optimizing the supply system,improving the supply mechanism,improving the supply capacity and innovating the supervision and evaluation mechanism. |
