Research On The Medical And Health System In Yanbian Area During The Puppet Manchurian Period

Yanbian area is located in the hinterland of Changbai Mountain,facing the Sea of Japan at the junction of China,Russia and North Korea,and bordering the Korean Peninsula,and has an important strategic position.At the beginning of the 20 th century,due to the changes in the international environment of Northeast Asia,the Yanbian region became the focus of competition between Japan,Russia and other countries.After the Russo-Japanese War,Japan stepped up its aggression against the Yanbian area.The previous successful experience of governing Taiwan had made Japan deeply aware of the importance of medical care.Therefore,under the guidance of Goto Shinpei’s theory,Japan used colonial medical strategy to cozy up to the people and win over the hearts of the people in Yanbian area.In order to protect national sovereignty,the Chinese government and Japan launched a battle for the dominance of medical care in the Yanbian region,but at that time,China’s medical and health services started late,and the government’s financial resources were insufficient,so it failed to suppress Japan.Japan’s successful acquisition of the medical dominance in the Yanbian area laid the foundation for its medical control over the Yanbian area during the puppet Manchurian period.In 1932,in order to legalize its aggression,Japan established the puppet regime of the puppet Manchukuo on March 9.After the establishment of the puppet Manchukuo,Japan continued to implement the strategy of colonial medicine and began to vigorously rectify the medical and health conditions in the Northeast.On the one hand,this was done to win over people’s hearts and numb the anti-Japanese will of the people,so as to maintain Japan’s long-term rule,and on the other hand,it was to protect the health of the Japanese in Manchuria.In order to improve the situation,the puppet government has established a relatively complete medical and health system in the Yanbian area.However,unlike the general medical system that aims to improve national health and reduce diseases,the medical and health system in Yanbian has been endowed with more political factors at the beginning of its establishment,with strong colonialism and Japanese standards colonial characteristics.Objectively speaking,the medical and health system established by Japan during the Puppet Manchurian period promoted the development of the medical and health services in the Yanbian area to a certain extent,promoted the progress of the public’s health awareness and medical and health level,and relatively improved the backward medical and health conditions in the Yanbian area.But at the same time,we must also realize that the medical and health institutions,health organizations and some health regulations promulgated by the Japanese puppet regime in the Yanbian area served the Japanese aggression and colonial rule from beginning to end.By establishing a colonial medical and health system,the Japanese colonial authorities manipulated the medical and health authority in the Yanbian region,greatly restricted the Chinese people’s right to engage in medical care,and seriously damaged China’s sovereignty.
