Study On The Implementation Of Medical Insurance Drug Procurement With Target Quantity Policy In Sichuan Province

In recent years,in order to solve the problem of "expensive medical treatment",the state has made a series of measures.In the context of Healthy China and comprehensively deepening reform of the medicine and healthcare system,one of the important goals is to solve the problem of expensive medical treatment.From the perspective of penetration,it is to reduce the burden of medical expenses.China would put an end to the practices of hospitals funding their operations with profits from overpriced drugs,and improve the system for medicine supply.” The elimination of drug addition and centralized drug procurement came into being.In November 2018,the central commission for deepening overall reform deliberated and adopted Pilot Program For The National Centralized Procurement Of Drugs,to promote the centralized procurement and further lower medical costs for patients.The bulk-buying of drugs is of great practical significance to reduce the burden of drug cost,standardize the order of drug circulation and improve the safety of drug use.Firstly,this paper compiles and reviews the academic literature on drug procurement,combs the academic research on the implementation subject,implementation impact and implementation problems of medical insurance drug procurement with target quantity policy,and finds that the research on the implementation level of this policy is not sufficient.Secondly,by taking the implementation of the policy in a public hospital in Sichuan as an example,using the methods of interview and existing statistical data,combining with policyimplementation-based comprehensive model theory,this paper is to analyze the implementation of the policy in public hospital in five stages.During the implementation of this policy,there are problems such as the occurrence of clinical irrational drug use,the limited reduction in medical expenses,the difficulty in ensuring drug supply,and the difficulty in drug accounting and settlement.At the same time,it analyzes the factors affecting policy implementation from three dimensions: the characteristics of policy problems,the policy itself and outside the policy.Finally,according to the influencing factors,some policy suggestions are put forward,such as improving the top-level design,increasing the investment of supporting resources,optimizing the policy implementation environment and so on.Through this paper,we can enrich the research data and cases on the medical insurance drug procurement with target quantity policy.Through problem analysis,cause analysis,and suggestions,we hope to promote the sustainable implementation of the policy,and ultimately achieve multiple goals such as reducing the medical costs for patients,sustainable and healthy development of the pharmaceutical industry,and standardizing drug use in medical institutions...
