Research On Governance Of The Health Poverty In Rural Areas

The problem perplexing countries all over the world is how to deal with poverty.Since the 18 th people’s Congress of the Communist Party of China was held,under the guidance of China’s targeted poverty alleviation strategy,the poverty alleviation work has won a victory,and the overall regional absolute poverty has been solved.Next,how to consolidate the achievements of the war against poverty and comprehensively promote rural revitalization are the main contents of the government’s work.In 2022,the first document issued by the central government said: once any emerging problems such as disasters,etiologies and epidemics are found,timely implement social assistance,medical security and other assistance measures,and resolutely hold the bottom line of no large-scale return to poverty.Governance of rural health poverty is an important guarantee to reduce the vulnerability of rural population and increase the health stock.It is also the best solution to the hierarchical health problem.The current governance of health poverty is still a government led governance pattern of policy promotion and capital investment.Therefore,the first mock exam is to adjust the single mode of health poverty management,establish the governance mechanism of the government and multi-agent cooperation to resist the health risks in an all-round way,and achieve the good effect of health poverty management.Firstly,by collecting the documents related to health poverty and consulting the research literature and deeply studying the collected data,this paper condenses the four key factors affecting the governance of rural health poverty in China: rural residents own personal characteristics,basic medical and health service level system,medical security system and prevention and health care.According to the current implementation status and policy guidance of Health Poverty Governance in rural areas,this paper summarizes the main problems in Health Poverty Governance in rural areas:the unfair distribution of medical resources and the disappearance of some functions of grass-roots clinics;the single medical security system,and the small role of commercial health insurance and social charity;the power resources between grass-roots departments and other governance subjects are asymmetric and lack of synergy;public health prevention is insufficient,and the awareness of rural residents needs to be improved.Then,based on the system model theory of system dynamics,on the one hand,it constructs the "the rich get richer" model with unfairly distributed medical resources,the "drinking poison to quench thirst" model produced by the basic medical security system,the "growth upper limit" model of medical level in rural hospitals and the "discarding the basics and discarding the end" model produced by medical insurance subsidies.On this basis,it reveals the problems existing in the governance of health poverty in rural areas;On the other hand,it constructs the causality diagram of rural residents’ own system and basic medical security system,analyzes the causality between various variables,and finds out the key factors to improve the governance efficiency of health poverty in rural areas,so as to provide basis for improving management countermeasures.Finally,according to the theory of governance,starting from the four governance subjects of government,market,society and individuals,this paper puts forward countermeasures and opinions to optimize the governance effect of rural health poverty.This paper holds that to solve the governance problem of health poverty in rural areas,we should start from the following aspects:implement the leading role of the government and make up for the gap of rural medical and health resources;stimulate market vitality and improve rural health level;improve social participation,give play to the role of social charity and individuals,enhance health awareness and establish the concept of health.The governance plays an important role in consolidating the achievements of poverty alleviation and promoting the Rural Revitalization Strategy.The research on the governance of healthy poverty can provide a scientific basis for improving the effect of rural healthy poverty governance in China,and promote the diversification,efficiency and sustainability of rural healthy poverty governance.
