Research On The Gates Foundation’s Governance Of Health Poverty From The Perspective Of Collaborative Governance

Health issues and poverty issues are closely linked.Public health is an important indicator of multidimensional poverty,and poverty and disease often interact with each other.The poor are vulnerable to a vicious cycle of poverty caused by disease and disease caused by poverty,the phenomenon has become particularly pronounced after the COVID-19 pandemic.In the current international context where global economic recovery and public health governance agendas are intertwined,it is of great significance to promote the joint governance of the two to reduce global poverty and achieve the 2030 Sustainable Development Goals.Given the complexity of the health poverty issues,the resolution of related problems requires the cooperation of various actors around the world.As the world’s largest philanthropic foundation,the Bill&Melinda Gates Foundation(BMGF)is active in the governance of health poverty.Consensus building is the ideological basis for collaborative governance.BMGF and other actors have practiced the spirit of international humanitarianism.And during their long-term public governance practice,they have focused on inequalities in the health sector and formed an ideological consensus that recognizes poverty and health inequalities as causal factors and promotes the governance of health poverty through multifaceted cooperation.BMGF has multiple identities in collaborative governance.Firstly,BMGF guarantees the material basis for health poverty governance,providing substantial financial and technical support to other governance actors and playing a leading role in the relevant fields.Secondly,BMGF combines its own governance objectives with current international norms,and actively proposes governance initiatives on the basis of respecting the governance subject status of sovereign states and intergovernmental international organizations.At the same time,the Gates Foundation,which has rich social capital,has established extensive partnerships with government departments,non-governmental organizations,and industry associations,and has cooperated in public product supply,poverty reduction governance,and supply chain management.BMGF is an active collaborator in the collaborative governance of global health poverty.BMGF has carried out a large number of health poverty governance practices in India,including cooperation with government departments on maternal health protection,digital financial promotion cooperation with non-governmental organizations,and multi-sectoral joint immunization cooperation,which has promoted the development of the Indian vaccine industry.But in recent years,the work of BMGF in India has faced the dilemma of local regulations and public trust.Although BMGF has achieved many achievements in the collaborative governance of health poverty,the foundation’s monopoly and public welfare issues are still questioned by the public.At the same time,there are still certain limitations in the governance of the foundation,which have caused certain obstacles to the development of the foundation’s future work.
