Study On Community Emergency Management Of Public Health Emergency

The overall goal of adhering to and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity was clearly put forward at the Fourth Plenary Session of the 19 th CPC Central Committee.Since the 18 th Party Congress,China’s governance has gradually shown a general trend of decentralization of power and responsibilities,shifting the center of gravity of grassroots governance,and sinking of resources and services.Under this new situation and new background,community governance as grassroots governance has become very important,and it is increasingly urgent to promote the improvement of community governance capacity.In recent years,there have been numerous public health emergencies in the country,especially the global outbreak of New Coronary Pneumonia in early 2020,which is characterized by high risk,wide range,rapid spread,and long duration,and is still one of the most difficult problems to be studied and solved worldwide.In the context of the global New Crown pneumonia epidemic,the ability to prevent and control the New Crown pneumonia epidemic has become a realistic test of a country’s governance capacity,and at the same time,under the premise that the center of gravity of governance continues to sink,the prevention of the epidemic has likewise put forward new requirements and tests for grassroots community governance,bringing in-depth thoughts on how the country can strengthen grassroots community governance and think about how to enhance grassroots governance capacity.The article takes the community coping capacity in epidemic prevention and control as a breakthrough,and firstly elaborates the research background and main research contents based on reference to existing theoretical achievements.Secondly,by using four research methods: literature analysis,data analysis,case study analysis,and survey research,we selected X city community as the research object,sorted out and summarized the experience of X city community in epidemic prevention and control in 2021,and summarized the problems in X city community response to epidemic prevention and control on this basis,and then combined the advanced experience of domestic and foreign excellent community response to epidemic prevention and control with the actual situation of X city.We will summarize and summarize the problems that exist in the epidemic prevention and control in the community of X.The problems in community epidemic prevention and control are: firstly,the obvious trend of community administrativeization;secondly,the insufficient interaction of multiple subjects;thirdly,the inadequacy of grid-based management;and fourthly,the lack of emergency propaganda and education.At the same time,this paper also proposes corresponding governance countermeasures:first,strengthening the community emergency management prevention and control mechanism;second,strengthening the synergy between relevant departments;third,improving the social mobilization mechanism;and fourth,strengthening the construction of community grid-based management.In the process of this research,the focus will be combined with the theory of public management,and from the perspective of innovative research,we will deeply explore issues related to the ability of grassroots communities to respond to public health emergencies,and then promote county-level local governments and grassroots communities to improve their response to public health emergencies.Provide theoretical support for health event management.
