Study On The Improvement Of Emergency Management Capacity In Urban Communities In COVID-19 Prevention And Control

Community is the basic component unit of a town,the first line of defense for the prevention and control of public health emergencies and playing an important role as a fortress.It is of great theoretical and practical significance to improve the emergency management ability and predicament of urban communities in China,analyze the reasons and put forward ideas and suggestions.This paper analyzes the D community in the new emergency management ability,with Y town D community as an example,according to the multi-center governance theory,the whole process of public safety management theory and related theoretical knowledge.It’s focusing on analyzing the level of D community emergency management ability and the changes of D community emergency management ability in three different stages since the outbreak of epidemic situation.It also comb out some problems in emergency management,such as poor emergency response,poor working style,weak basic management,imperfect plan,and weak emergency awareness.By analyzing the five constraints affecting the emergency management ability of the D community and basing on the actual situation of D community in Y Town,this paper puts forward ideas and suggestions for improving the emergency management ability of urban communities in COVID-19 prevention and control from five aspects,including optimizing team,establishing mechanism,improving information,standardizing plan and emergency culture.
