Research On The Epidemic Prevention And Control Measures In The Liberated Areas Of Shandong

During the civil war,the Communist Party of China led the people of Shandong to fight against the epidemic under extremely difficult conditions,which not only effectively guaranteed the safety of the people’s lives,but also laid the party’s mass foundation and provided a strong guarantee for the victory of the war.In the complex period of the global pandemic of the new crown pneumonia epidemic and the frequent outbreak of domestic epidemics,studying the measures taken by the Communist Party of China to prevent and control the epidemic in the Liberated Areas of Shandong can provide valuable experience for social governance in Chine today.The paper was mainly discussed in four parts.Firstly,the purpose and significance of the research on the prevention and control measures of epidemic in the Liberated Areas of Shandong were described.On the basis of a detailed and specific analysis of the research status and the sorting out of the existing literature and historical materials,an in-depth research of the prevention and control measures of epidemic was carried out.Secondly,the related issues of the epidemic in the liberated areas were expounded.Due to natural and man-made disasters,long-term wars,food expropriation,and lack of resources,the population mortality rate and epidemic infection rate in the liberated areas were higher than the national level,which threatened the lives of the masses and hindered the development of revolutionary forces.Thirdly,the measures for epidemic prevention and control in the Liberated Areas of Shandong have been sorted out,and the construction of epidemic prevention mechanisms can be divided into three major systems: establishment of health and epidemic prevention institutions,establishment of vaccination prevention,request for instructions and reports,and isolation of epidemic areas.On the basis of respecting traditional chinese medicine and developing western medicine,advocate the cooperation of traditional chinese and western medicine;Organizing medical organizations such as roving medical teams,medical rescue societies,and medical cooperatives;Carry out epidemic prevention publicity and education through newspaper propaganda,winter school education,mass health campaigns,etc.to eliminate superstition;Training medical staff to enhance medical care capacity,etc.Lastly,the effectiveness,deficiencies and experience of epidemic prevention and control work in the Liberated Areas of Shandong were evaluated.The epidemic prevention and control measures taken by the party and the government have ensured the safety of the people’s lives,established a preliminary epidemic prevention system,enhanced the public’s health awareness,improved the people’s recognition of the Communist Party,and consolidated the party’s mass foundation,provided a guarantee for the victory of the war.Due to various reasons,there are many deficiencies in the process and results of epidemic prevention and control in the Liberated Areas of Shandong,but it is generally successful.The accumulated valuable experience has also laid a foundation for the development of health work in Shandong Province and even the whole country after the founding of New China.The history of fighting the epidemic in the Liberated Areas of Shandong showed that the Communist Party of China has responded effectively and successfully to major difficulties and risks and challenges in history,and its experience provided important inspiration for the Communist Party of China to lead the people to continue to respond to emergencies today.In the new era,we still have to uphold the party’s absolute leadership over the health cause,put the people’s healthy development first,adhere to scientific prevention and control,and improve our country’s emergency response capabilities,so as to comprehensively promote the development of the public health cause.
