Study On Operation Effect Evaluation And Path Optimization Of Basic Medical Insurance Fund For Urban Employees In Shaanxi Province

As the medical insurance system in China,the basic medical insurance for urban workers is one of the important components of China’s social security system,guaranteeing the stability of the lives of many urban employed people and promoting economic growth and social stability.In recent years,under the increasing efficiency of medical reform,the medical insurance system has been improved,which has guaranteed the life and health of the insured people to a greater extent,and the medical insurance fund has been running soundly.However,as people’s living standards improve and demand for medical resources grows,medical insurance management is also facing higher challenges,and the "14th Five-Year Plan" for national medical insurance requires that "a comprehensive evaluation of the operation of the fund in the co-ordinated areas be carried out,and the management responsibilities of the co-ordinated areas be compacted ".How to objectively and accurately evaluate the operation effect of urban employees’ basic medical insurance fund and ensure the safe and stable sustainable operation of the fund is an issue of great concern to the management.In this paper,firstly,we collate the existing research literature at home and abroad and sort out the current situation of urban workers’ basic medical insurance development in Shaanxi Province;secondly,we determine the principles of urban workers’ fund operation effect evaluation,and use the principal component analysis method to construct the urban workers’ basic medical insurance fund operation effect evaluation index system in Shaanxi Province;again,we use the data envelopment analysis method to evaluate the 2020 urban workers’ basic Medical insurance fund operation effect evaluation,combined with the empirical results,analyzed and compared the values of comprehensive efficiency,pure technical efficiency,scale efficiency and scale compensation of urban workers’ fund operation in various cities of Shaanxi Province,ranked the urban workers’ basic medical insurance fund operation level in various cities,and found that there are different problems of fund operation in various cities;finally,summarized the fund operation in southern Shaanxi,northern Shaanxi,Guanzhong and Finally,we summarize the problems of fund operation in southern Shaanxi,northern Shaanxi,central Guanzhong and provincial capital regions,and analyze the fund operation path optimization in the direction of improving the coordination level and guaranteeing medical treatment,in order to improve the management level of urban workers’ basic medical insurance fund in Shaanxi Province.
