Research On Group Differences And Countermeasures Of Rural Health Protection

Health is the primary condition for the survival and development of mankind.Improving the people’s health security,improving their quality of life,and enabling the outcomes of social development to be enjoyed by the people is not only the meaning of the topic of building a healthy China,but also the good wish of the broad masses of the people.In the context of Healthy China and the strategy of successively promoting rural revitalization,this research focuses on the health security of rural groups,taking a village as a case,focusing on group differences,based on Rawls’ s theory of fairness and justice,using comparative research methods and case studies.The analysis method compares the differences in health security policy access and security status among the four groups of households with five guarantees,subsistence allowances,ordinary poor households,and non-poor households,and discusses the feasible path for the development of health security in the future,in order to improve rural health security.The status quo provides reasonable and effective countermeasures and suggestions.The study found that there are group differences of different degrees in the five types of health insurance policies of five-guarantee households,low-income households,ordinary poor households and non-poor households in basic medical insurance,serious illness insurance,medical assistance,special treatment for serious illnesses,and health promotion.The degree decreases successively.There is a certain rationality for this policy difference.It reduces the economic burden of the poor to maintain health and promotes health equity to a certain extent.However,with the elimination of absolute poverty in rural areas,the economic affordability of poor families has changed.In order to further promote health equity,it is necessary to accurately divide the population and make appropriate adjustments to policy differences.At present,there are two types of problems in the health security of rural groups.One is the common problems faced by the four groups.Specifically,there are weak health awareness,low reimbursement limit and ratio for outpatient drug purchases,and low level of primary medical and health services.The second is the personality problem based on group differences,mainly including insurance speculation,lack of adequate protection for marginalized groups,and lack of life care for seriously ill patients.In view of the above problems,it is believed that health insurance can follow the model of choosing the development path of stepped + inclusive health insurance in the short term,and choosing the development path of inclusive health insurance in the long run.In order to better improve the status quo of grass-roots health security,we can continue to make efforts from three aspects: strengthening the construction of grass-roots medical institutions,strengthening the health prevention function of medical security,and promoting mutual assistance among family members.
