Research On The Policy Implementation Of Combining Medical And Nursing Care In Binzhou City

With the continuous advancement of China’s urbanization process and the large population in China,the elderly population is growing and showing an accelerating trend.At the same time,in view of the poor health of the elderly,so not only need pension services,but also need a lot of medical and health services,but at present our country medical and pension system has not yet formed an organic combination,the elderly in pension institutions medical needs not effectively meet,on the other hand,the family endowment burden is relatively heavy.Therefore,it is urgent to explore a new pension mode,organically integrate the two resources of "medical" and "pension",so as to provide effective solutions for the current pension problem,and the resulting policy of combining medical care has also become a new direction of pension development in the future.Based on this,this paper sorts out the current situation of the implementation of the combination of medical care policy in Binzhou,excavates the problems existing in the policy implementation,analyzes the reasons,and puts forward the optimized countermeasures,which is of great significance to promote the development of the combination of medical care policy in Binzhou.By applying the Smith policy implementation model theory and the multiple welfare theory,combined with the questionnaire survey method,field interview method and case analysis method,this paper conducts in-depth study and discusses the implementation of the combination of medical care policy in Binzhou.Firstly,the background and significance of this paper,and the current research situation,the current research ideas and methods.Secondly,it explains the concept of medical and nursing combination policy,policy implementation,Smith policy implementation model theory and multiple welfare theory and their applicability in this paper.Then,this paper comprehensively sorts out and summarizes the current situation of the implementation of the medical and nursing combination policy from the main content of the policy,the practice and the effect of the policy implementation.Then,the problems and the causes of the implementation of the medical and nursing combination policy in Binzhou city are deeply analyzed.The main problems include:the insufficient detailed content of the combination of medical and elderly care policies,the insufficient implementation of the policy implementation subject,the low participation of the elderly in the combination of medical and elderly care,and the inadequate integration of policy environment and resources.The main reasons for the problems include:the lack of scientific policy design of the combination of medical and nursing care,the weak implementation of the policy implementation subject,the cognition deviation of the elderly group,and the poor implementation environment of the combination of medical and nursing care policies.On this basis,this paper puts forward the countermeasures and suggestions to optimize the implementation of the medical care policy in Binzhou.The viewpoints include:improving the existing policy of combining medical care and nursing care,enhancing the motivation of the target group of the implementation of the policies,strengthening the implementation ability of the policy executors and optimizing the policy implementation environment.Through the research of this paper,it is expected to help the policy effectively implement,effectively play the function of the policy of the combination of medical care and nursing care,and fit the original intention of policy formulation,so as to improve the implementation of the local medical care and nursing care policy.Meanwhile,it also hopes that the research of this paper can provide useful reference for the implementation of the policy of the combination of medical care and nursing care in similar cities.
