The Current Situation Of Policy Implementation And Improvement Of Countermeasures For Closely-Knit County Medical Community In County L

At present,China is still facing the problems of insufficient total medical and health resources,unbalanced supply and demand,fragmentation of medical services,disorderly access to patients and unreasonable increase in medical costs,which have seriously hindered the new medical reform and become a bottleneck restricting people’s access to quality and efficient medical and health services.The construction of medical association and medical community has become an important path to promote the construction of graded diagnosis and treatment system and achieve the strategic goal of health China.With the rapid promotion of medical communities in recent years,many counties in China are practicing different forms of compact county medical communities(hereinafter referred to as "county medical communities")based on different policy implementation environments,but there are still many areas where policy implementation is not in place,implementation is not effective,and construction is difficult.The implementation of a policy can be influenced by many factors,and only by adapting to local conditions can a policy for the benefit of the people be better implemented.This paper focuses on the implementation of the tightly-knit county medical community policy in L County as the research object,combining literature and interview results,and using Smith’s policy implementation theory to analyze the shortcomings in the implementation of the tightly-knit county medical community policy in L County from the four influencing factors in the process of policy implementation: the policy itself,the implementation subject,the target group,and the policy environment,and finally combining the public goods theory,incentive compatibility Finally,combining the knowledge of public goods theory and incentive compatibility theory,we propose countermeasures to improve the implementation of compact county health community policy in L County in terms of improving the implementation rules of county health community policy and strengthening the implementation capacity of policy implementation agencies,correctly guiding the target groups’ cognition and participation in county health community,and optimizing the policy implementation environment,so as to provide reference for the comprehensive and effective implementation of compact county health community policy in L County.
