Maternal and child health care institutions undertake the important tasks of reducing maternal and child deaths,improving the quality of the birth population and promoting the healthy development of women and children.At present,maternal and child health care institutions are affected by various policies and face many difficulties and challenges.Public hospitals took the lead in starting performance appraisal,which provided a reference for specialized hospitals such as maternal and child health care,and performance appraisal is an important measure for the further development of maternal and child health care institutions at this stage.At present,there are many studies on the performance appraisal of general hospitals,and there are still insufficient studies on the performance appraisal of maternal and child health care institutions,so this paper takes the tertiary specialized hospital-S Maternal and Child Health Care Hospital as the research object,takes the Horn-Mitt model as the theoretical basis,and uses the interview method and questionnaire survey method to study the implementation status of the performance appraisal policy of S Maternal and Child Health Care Hospital.First of all,through combing the relevant literature of domestic and foreign performance appraisal,reviewing relevant materials,focusing on the current situation of domestic hospital performance appraisal,and looking for domestic advanced experience for reference.Second,it delves into the Horn-Mitt policy implementation model to clarify the interrelationships between its six elements.Third,through questionnaire surveys and interviews conducted in S Maternal and Child Health Care Hospital,combined with the data of performance appraisal results from 2019 to 2021,we can further understand the implementation status of performance appraisal policies in S Maternal and Child Health Care Hospital.Fourth,find out the problems in the implementation of the current performance appraisal policy of S maternal and child health care hospitals.Fifth,the Horn-Mitt policy implementation model is used for cause analysis.Sixth,make suggestions for optimizing the implementation effect of the performance appraisal policy of maternal and child health care institutions and improving the management level of S maternal and child health care hospitals.Through research and analysis,it is concluded that the implementation process of the 2021 performance appraisal policy of S Maternal and Child Health Care Hospital has been successfully completed,and the self-examination and self-assessment of institutions have also been completed within the specified period,but the effect of target implementation needs to be further improved,especially in improving the medical level and improving the service model,and the main influencing factor is that the policy objectives are not detailed enough;The policy implementation method needs to be further improved,and the main problem is that the feedback and application of performance appraisal results are insufficient,which seriously affects the work enthusiasm of the executives.In addition,the allocation of information resources is a major factor affecting the way policies are implemented;The value orientation of executives needs to be further adjusted,which is mainly reflected in the insufficient awareness and low sense of recognition of performance appraisal policies among executives.Through the analysis combined with the Horn-Mitt policy implementation model and drawing on other advanced experience,suggestions are put forward to optimize the implementation effect of the performance appraisal policy of maternal and child health care institutions and improve the management level of S maternal and child health care hospitals,mainly including refining policy objectives and standards,optimizing policy resource allocation,and improving the value orientation of implementers.This paper makes suggestions on the implementation of the performance appraisal policy of maternal and child health care institutions of S Maternal and Child Health Care Hospital,hoping to have certain reference value for the work of other maternal and child health care institutions.
