With the continuous promotion of the national medical service reform,the sustainable and high-quality development of public hospitals has become the core proposition of hospital management.As a vane of hospital management,performance evaluation needs to be tested and continuously improved.As a relatively novel means of performance evaluation in medical institutions,the balanced scorecard reflects the balance between internal and external factors,causal factors,qualitative and quantitative factors,and short-term and long-term goals,It is suitable for medical institutions such as public hospitals where public welfare and benefits coexist.This article combs the current indicator evaluation system of Hospital A,designs and uses a balanced scorecard model and combines analytic hierarchy process(AHP)and entropy method.Through the use of literature analysis,Delphi expert technology,and other methods,it conducts two rounds of screening on the indicator database.After the preliminary screening,the indicator database is produced and distributed to 20 experts.After the questionnaire is collected,the content of the expert questionnaire is analyzed for validity,and four primary indicators are retained,Twelve secondary indicators and 45 tertiary indicators were used to calculate the weights of each level of the three-level indicator system using the analytic hierarchy process(AHP)and entropy method,and the weights of the indicators obtained by the two methods were summarized to preliminarily obtain the comprehensive weights of the indicator system.In order to better reflect the balance between social and economic benefits of public hospitals,the author again classified the indicator system through literature analysis,Distinguish between social benefit category and economic benefit category,and use dual comparison method to assign different weights to them as a whole,and finally determine the performance indicator evaluation system model of Hospital A.Through the application of this model,it is expected to reduce costs and increase efficiency in the operation process of Hospital A,constantly achieve a balance between economic and social benefits,highlight the "public welfare" of public hospitals,and provide a reference for other level 3 public hospitals in the country,so as to promote the high-quality development of public hospitals.
