Research On The Policy Diffusion And Optimization Strategy Of Hospice Care In Shanghai

As a specific measure to implement the strategies of "Healthy China" and "Active Aging",hospice care has gradually become a hot topic of discussion in recent years,playing an important role in improving the quality of life of end-stage patients and their families,optimizing the allocation of medical resources and enhancing the level of social welfare..As an advanced area of hospice care,Shanghai took the lead in implementing the hospice care policy and achieved remarkable results.It is a pioneer in the construction of the national hospice care cause.Since the introduction of Shanghai hospice care policy,a series of diffusion has occurred over time.This paper uses the methods of bibliometrics,content analysis,interviews and questionnaires to build a theoretical analysis framework based on the theory of policy diffusion.By sorting out the diffusion process of the hospice care policy in Shanghai,it is divided into the policy embryonic stage,the policy initial stage,the policy development stage and the policy deepening stage,and then focuses on analyzing its policy diffusion characteristics in five different dimensions of time,space,content,organization and path,so as to scientifically analyze and grasp the development context of the hospice care policy in Shanghai.On the basis of in-depth analysis of the policy text and diffusion practice of Shanghai hospice care,this paper analyzes the internal logic of Shanghai hospice care policy diffusion from a micro perspective,and explains the dynamic factors of Shanghai hospice care policy diffusion from the four aspects of the background,subject,object and media of the policy diffusion phenomenon.The study found that these dynamic factors play a role through learning mechanisms and pilot enforcement mechanisms.In the survey,it was found that the spread of hospice care policies in Shanghai also faced many obstacles,which were mainly manifested in the difference of policy diffusion effects,the difficulties in the operation of policy implementing agencies,the lack of enthusiasm of specific policy executors,the limitations of the policy’s own attributes,and the low social awareness of the policy concept.In view of the obstacles in the spread of hospice care policies in Shanghai at this stage,the paper further proposes the action strategies to promote the orderly operation of the spread of the hospice care policies in Shanghai,and proposes strategies to promote the spread of the hospice care policies from the four aspects of optimizing the system design,strengthening the ideological understanding,integrating the resource elements and broadening the communication channels.The purpose of this study is to provide new ideas for the study of hospice care policies,provide useful reference for deepening the hospice care services in Shanghai,and hope to provide reference for the sound development of hospice care policies in other provinces and cities in China.
