With the development of economy and society and the progress of science and technology,people pay more and more attention to health and have higher and higher requirements for the quality of public health services.The government has always attached importance to people’s health and public health services,formulated and issued a series of policies,and established a public health service system suitable for China’s national conditions.However,it should also be noted that the allocation of public health resources is unbalanced and the capacity of public health services needs to be improved.In the central urban area,the third class hospitals are rich in high-quality medical and health resources,excellent health service personnel gather in large medical institutions,and the health resources of large public hospitals account for too much of the overall health resources.At the same time,the third class hospitals have excellent health resources such as high-end large-scale equipment and high-tech talents,so they attract a large number of patient resources.Many residents have no confidence in the services and technologies of grass-roots medical and health institutions and are unwilling to go to grass-roots medical institutions for treatment,which has brought great pressure to the operation and management of class III hospitals.Primary medical institutions can not attract patient resources and have no income to maintain development.Some health resources in primary medical institutions can not be utilized,and the utilization rate of health resources is low,resulting in a waste of health resources.Especially in recent years,influenced by COVID-19,there is a shortage of health resources all over the country.The shortage of primary health resources is serious,and the relationship between the diversification of projects and the limitation of health resources is coordinated.The allocation of public health service resources in the work of COVID-19 is resolved to achieve higher social and economic benefits.It is an important problem to be solved by relevant government departments.It is necessary to analyze the allocation of public health service resources in order to improve the quality of public health services and achieve less illness,less hospitalization,less burden and good treatment.Based on the summary and in-depth study of public health service resource allocation at home and abroad,this paper studies and combs the previous research articles on public health service resource allocation.This paper uses three research methods to analyze the research on the allocation of public health service resources at home and abroad through literature research,and analyzes the general situation of previous studies as a research reference;Through the comparative research method,this paper compares and analyzes the allocation of public health service resources at home and abroad,summarizes and analyzes the experience that can be learned,and provides reference for this study;Through investigation and research,we can understand the allocation of public health service resources in Baoding,find and solve problems.Firstly,it analyzes the process of public health services in China and the situation of public health services abroad from the macro national aspect,and tries to summarize the experience and lessons on the basis of the development at home and abroad,so as to draw enlightenment for the development of public health services.After combing and analyzing the development process of public health service allocation at home and abroad,it is found that the allocation of public health service resources should solve the problem of how to make public health services pay attention to efficiency and fairness,improve public health service awareness,improve public health service quality,and focus on prevention.Through the investigation and Research on the allocation of public health service resources in Baoding,it is found that the public health service in Baoding needs to be improved in four aspects: unbalanced distribution of health service resources,weak public health infrastructure,poor quality of public health service and insufficient health emergency response capacity.Through the in-depth study of these four aspects,the following measures are put forward: formulate corresponding policies and measures for the allocation of local public health resources,strengthen the responsibilities of health service institutions at all levels and enhance service awareness;Ensure the financial support of public health service projects,strengthen the supervision and management of various funds,ensure that the capital investment of various public health services is in place,ensure the development of public health service projects and promote the development of public health services;Optimize the allocation of public health service human resources,increase the number of public health service personnel,improve the quality and skills of grass-roots public health service personnel and emergency personnel,and improve the incentive mechanism for public health service personnel;We will improve the construction of emergency systems and mechanisms and enhance health emergency response capacity.This study will conduct a detailed study on the allocation of public health resources,and strive to innovate in the scale,mechanism,grass-roots resource allocation and related mechanisms of public health resource allocation,hoping to make a beneficial exploration on the allocation of public health resources.
