Study On Optimization Of Public Medical Resource Allocation In City H Under A Public Health Emergency

Public medical resource is the general term for the production factors for providing public medical services,which is the material basis for people to maintain their health.Public medical resource mainly contains human,material and financial resources.The novel coronavirus pneumonia epidemic that has swept the world in recent years is a major public health emergency with rapid spread,long duration,wide scope and difficulty in prevention and control.Under the sudden new coronavirus pneumonia epidemic,the allocation of a large number of medical facilities,manpower,equipment,supplies and other emergency medical resources faces great challenges and requires rapid supply and allocation within a short period of time,which directly affects the timeliness and effectiveness of the disposal of the new coronavirus pneumonia epidemic.Therefore,it is important to conduct scientific and effective allocation of public medical resources under the sudden outbreak of new coronavirus pneumonia epidemic.By taking this new coronavirus pneumonia epidemic as the context,this paper takes city H of Heilongjiang province as the research object,uses methods such as literature review,questionnaire survey and interview,combines theories of public medical resources and public medical resource allocation,and sorts out problems existing in the public medical resource allocation in city H under the new coronavirus pneumonia epidemic on the basis of investigation and analysis of the current situation of public medical resource allocation in city H under the new coronavirus pneumonia epidemic.These problems are as follows: the public health emergency response system has not yet been established;the layout of medical institutions is unreasonable;the functional orientation of municipal medical institutions is not clear;the scale of primary medical and health care institutions is small;the total amount of resources and the per capita occupancy are insufficient;human resources are lacking;and the government financial investment is insufficient,etc.Based on the statistical data and analysis of the problems,this paper proposes solutions to optimize the allocation of public medical resources in city H under the new coronavirus pneumonia epidemic based on the ideas of balanced supply and demand of services,effective utilization of resources and reasonable layout of institutions.The solutions include the formulation of allocation rules,optimization of process assessment,measurement of total demand,optimization of manpower,institutions,equipment and emergency supplies allocation and optimization of internal and external management.Finally,the guarantee measures for the operation of the public medical resources optimization solutions in city H under the new coronavirus pneumonia epidemic are proposed in five aspects,including organization,funding,human resources,rule of law and information guarantee,to provide a realistic reference basis for the rational allocation and integration of public health resources in city H in response to the unexpected epidemic.
